How do I unlock iphone after recovery from stolen?

After found the lost iphone, how do I unlock it?  Who shall I call for the help?  Apple or the phone carrier?  What if I use different carrier other than AT&T?  This phone was bought without contract.  Does anyone here have experience that can share?

If the phone is disabled, you will need to restore it using the computer it's synced with.  If that computer is not available, or if you set the passcode after the last time you synced, then you will need to force the phone into recovery mode and restore it.

    Back up all data.

If Font Book finds any issues, resolve them, then boot in safe mode to rebuild the font caches. Boot again as usual and test.

    They show in the camera roll, just not your computer?
    Have you checked every folder that is in the DCIM folder?
