How do I unlock iphone when forgetting password?

My son has an Iphone4 that he uses as an ipod touch. He put a password on it and then forgot it. He had entered it enough times that it has locked the
phone and says it will do emergency calls only. Is there a way to reset the phone without the password? Thanks for your help.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    power your phone completely down, plug the cord into the computer but not the iphone.  Once the phone is completely powered down hold down the home button while you plug in the phone and continue to hold it down until you see the iTunes icon.  that is recovery mode.  Restore to manufacture settings.  Unless you have a back up all your info will be lost
