How do I unlock location services?

I have tried to reset the iPad, I have tried to rest location services to default settings and I still can't turn on the location services
Any more suggestions?

Thanks for your help, but I fixed my problem, I had the restrictions on and it would not let me enable the locations services.

If you were running iOS 5 or higher, had enabled iCloud and Find My iPhone before losing it, you can go to icloud.com on your computer and try to locate it as outlined here: http://help.apple.com/icloud/#mmfc0f2442. If it's turned on, still has Find My iPhone enabled, and has a connection to the internet, it should appear on the map.
If you didn't enable Find My iPhone before losing it you won't be able to locate it.

I finally just resolved this after not being able to enable location services since upagrading to iOS 7. Posting the solution here 'cause I couldn't find it anywhere else.
I enabled Restrictions under Settings > General > Restrictions and created a passcode (I'm not sure if this was part of the solution, but it wasn't enabled for me by default.)
In Restrictions, under Privacy, Location Services was set to "Allow Changes" (This still didn't solve the issue of the greyed-out Location Services switch though - I still couldn't turn it on.)
Also in Restrictions, I also switched "Find My Friends" to "Allow Changes"
Once I did step 3, the switch under Settings > Privacy > Location Services was no longer greyed out and could be switched on.

It works fine outdoors but inside our metal buildings with metal roofs the location services do not work (and PayPal Here does not work) even though I am still connected to our WiFi network. The only way to unlock a locked device is through the carrier. If it is locked to AT&T, you will have to contact them to get it unlocked.

You have to go enable it under RESTRICTIONS first if you chose against it to begin with.... then you can alter it in the other places... So go to restrictions first, enable it, then you can go to the other places... like the icloud menu > share my location > enable it to share where you are.... or Privacy > Location Services > On.
I think a big problem is you might have it on in one place and then not others and there are different menus for different places instead of just ONE place to enable any and all location settings. That is what Apple does badly, they have too many settings split up between different menus.... its confusing.

There is no way it is going to work as the WiFi signal must be registered in a database of known SSID/Location information. The location service has to "sniff" the local WiFi signals and see if they are in the database, then set your location based on what it sees. Without a WiFi card, it has nothing to "sniff." As far as I can tell, there is nothing in the base station firmware that would perform that trick and send the information out to the wired connections.

From AppleCare they suggested I reset all settings and it worked! "DO NOT CLICK ERASE ALL" just reset all settings.
You'll have to redo your passcode and wallpaper and enter you wifi password. Just small tweaks!

Here is what I was referring to - when in Control Center, I have the database locations. (sources, targets, OWF etc). Under a database location I selected the connector/location name under Connectors. When I select Deploy Action to Drop the connector/location name will remain. However, if you were to check in the database or the Repository Browser (Locations Report) you will see that the db link is gone. At this point you can safely modify the Locations info in the Connection Explorer (in Design Center). On the other hand, if you want the location to be deleted all together then now you can delete it in the Connection Explorer panel. If you did the prior drop step then at this point all db link info should be gone from the database.
