How do I use apps downloaded in itunes on windows 7 and can I put them on iPod touch gen2 and gen4? thanks to any help I can get with this would be fun to play some of the games apps

You can't use the apps on your computer, they can only be used on iOS devices : iPhones, iPads, and iPod Touches. Depending on which version of iOS you have on your iPod Touches (Settings > General > About > Version) then you should be able to sync most of the apps to them, especially the newer model - an app's requirements, including the minimum iOS version, are listed on the left-hand side of its description page in the store.
To sync the apps, connect and select the iPod on the left-hand side of your computer's iTunes, and then on the right-hand side on the Apps select which apps you want to sync, and then sync/apply that selection

    No, I don't think there is. As far as I know the iPad is meant to be a 'one per Apple ID' device...and isn't really meant to have multiple Apple ID's  downloading apps to a singular device.
    I think the simplest way around your issue is to use only one Apple ID to download everything.

    The operating systems for iOS devices and for Macs are completely different. Applications written for iOS won't run on a Mac no matter what fiddles you try with it. You can sometime extract data by opening the package, but it still won't do you any good. Look in the Mac App Store in your Applications folder to see if there are Mac versions or similar programs (iTunes login required).

    You can transfer iTunes purchases by:
    iTunes Store: Transferring purchases from your iPhone, iPad, or iPod to a computer
    To make the new computer the syncing computer you have to:
    - Transfer iTunes purchases lIke I described above
    - Make a backup of the iPod on that computer by connecting the iPod and then right-clicking on the iPod under Devices in iTunes and selecting Back Up.
    - Restore the iPOd from that backup
    She will have to continue to use your iTunes ID to update the apps prchased with your account. To use her account she will have to log into the computer with her account (iTunes>Store) and change the sign in on the iPod by going to Settings>Store.
