i tried to make a new one but the same thing keeps popping up. the opitions for payment has visa, master card, amex, discover as the payment method. NONE IS NOT AN OPTION ON THIS!!! WHAT DO I DOOOOOOOOOOOOO. I CALLED APPLE THEY TOLD ME TO EMAIL ITUNES, BUT I DONT KNOW THEIR EMAIL ADDRESS AND I CAN'T FIND IT!!!! PLEASE HELP ME DOWNLOAD FREEEEEEEEEE STUFF. I JUST WANTED TO DOWNLOAD A FREE APP

I started to create an account and when I saw the credit card thing I just clicked back and back and so I closed the browser... every free app or something free I get it appears a window : " You have to review some of your information about your account" .... but I don't have an account yet because I didn't create it.... the only solution is to create a new e-mail account and go to iTunes store and create a new account with the new e-mail and be very carefull with the "Free app" this time...

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

You are following the instructions on the page that you posted from exactly, and you are trying to create a new account and not update an existing account i.e. you are selecting a free app in the store and clicking on 'Create Apple ID' when 'buying' it ?

Where are you located?
Just go and buy an iTunes gift card at any store in your country.
Then follow all the steps you did, but when it asks you for the credit card number, there shoujld be a GIFT CARD option which will let you load your account witht eh funds form the gift card without providing a credit/debit card #.
