You can only add folders to IMAP accounts (and then via your email client, not in the Mail app on the iPad); POP accounts don't support additional folders

Turn it on airplane mode. Then set up you new account with all of your credentials. Save, once it allows it. Turn Airplane mode off, and then go back and select POP.

The folders on the desktop are widgets. Hit the app button in the top right hand side to take you to the app and widget drawer. Once there tap on the word Widgets at the top of the screen and scroll over to the folder widgets. [To prevent the VI that did all this from "committing Suicide", I compared the name string with the current Call Chain, and did nothing if there was a match].
I think you could adopt this idea to do what you need.

One of the ways to get around the limitations of POP mail accounts on your iPad is to activate an iCloud account, which is not POP mail, but IMAP mail. Then go into the configuration of your POP mail account and have the account sutomatically forward your email to the iCloud account.
After you have your iCloud email account it is easy to add and delete email folders.
Just open the Mail app and tap on iCloud under Accounts on the left of the screen.
Tap Edit at the top of the screen.
Tap New Mailbox at the bottom of the screen.
Name your new Folder and tap Save.
