How do you delete your iTunes account? I can't find it anywhere!

I did stop using it.
I got rid of my iPhone yesterday...however the person who bought it, is getting my iMessages even though it doesn't have my sim card in it.
They are getting my text messages from other people who have iphones.
Is there a way to remove my iphone from my account/phone number so they are not getting these messages?

Not sure what you mena by deactivate. You can deauthorise your account on your computer's iTunes via the Store > Deauthorise This Computer menu option as mentioned on the page that you posted from.
If you want to delete an account then that is not currently possible, all you can do is remove any personal info form it and stop using it. But any content that was bought/downloaded with it will remain tied to it, so only that account can authorise its content on a new computer, redownload the content, and download updates to its app.

My partner's itunes account was hacked. She cannot get into it. Neither her id nor her password work. Apple has said they will put a "hold" on the account, but this renders itunes useless and it seems you can't start a new (second) itunes account on the same iPad/iPhone/iPod. How can you delete the itunes account altogether so that she can start a new one?

You can cannot delete an AppleID, you just sign out of all services, stop using it, and start over with a new AppleID. If your ID is an iCloud ID it cannot be changed, see this link.

Over the years i have collected music. I started on one computer and when that broke I open my itunes on another computer. Recently my hard drive failed and now since it is fix I opened it up again. But in my account setting it is say it is active on 4 computers. How do I change this?

There is a way to deauthorize all of your machines, however, you personally will not be able to do it yet.
To reset your number of authorizations back to zero, you must have all 5 of 5 authorizations used up. If not, then you can still add another computer, so there is no need to do this quite yet, therefore iTunes does not give you the option. Does this make sense?
However, for future reference, when you DO have 5 authorizations and need to add a new one, you can reset your authorizations by logging into your iTunes Store Account Info, when you do this, you will see a "deauthorize all" button next to the message that says "5 of 5 authorized" that you saw recently. Remember once you do this, you cannot perform this action for another year.
Once this is done, authorize all of the computers you wish to use again.
EDIT: One more thing I left out is, if you want, you can remove authorizations individually if that computer/hard drive is still accessible. You can do this as often as you like. To do this, load up a computer's iTunes, select Store from the Menu Bar up top, and select Deauthorize Account. Then login with the account you wish to deauthorize.

You can not delete an Apple account. You can change your Apple ID/Primary Email Address here: https://appleid.apple.com
If you do not want to use it at all anymore, you can delete all your personal information from the account and simply not use it.
Keep in mind that any purchases made on this account are linked to this account and can only be accessed through this account.
