The photo part is rather self-explanatory. as long as your photos are in the right format and with the right naming convention they should import right over. The video may be a bit more tricky. So you may want to do some more research and make sure your camera records a format the iPad will import and whether or not you need an app such as iMovie

Launch Photos while holding down the alt/options key.
This will show the Library Chooser panel. Select the library on the external drive. Photos will create a Photos Library on the same drive.
Photos may not be able to open the library, however, if your external drive has an incompatible file system. It needs to be formatted MacOS Extended (Journaled) and locally mounted, not a remotely mounted volume, as described here: Format external drives to Mac OS Extended before using with Aperture

No I don't have another computer. I was thinking initially I would put them on my ipad but since I don't have enough gb maybe I can store them in some cloud thing? This is essentially paulbruster's answer, but I've added the steps some might assume, but which aren't so obvious to those of us who are new at this, like me.
This solution might ''appear'' to be long and complicated, but after you follow the directions once, you'll find it's quick, clean, and simple. Almost like they designed it this way.
# If you haven't already, open a bunch of tabs on a few different subjects.
# Click the List All Tabs button on the right side of the tab strip.
# Select Tab Groups.
# Create a few groups as described [http://support.mozilla.com/en-US/kb/what-are-tab-groups#w_how-do-i-create-a-tab-group here] , i.e. just drag them out of the main thumbnail group into the new groups they create.
# Now click on any thumbnail in any new group, but not the original big default group you may have left some tabs in.

TimeLine was lost in iMovie'08 and 09 and a very simple one re-introduced in iMovie'11
Speed Change - Was omitted in iMovie'08 - and returned in iMovie'09 - BUT has to be used in a certain way - the glider/slide if used - will destroy the audio (a Known BUG - in both iM'09 and iM'11) but use of pre-set fixed no. 25% 50% 100% 200% etc. will work.

If the photos are not in the Photos folder (enable disk use first) on the iPod, you do no have the full resolution pix on the iPod.
You only have photos optimized for the television (about 640x480).

where are they stored on my hard drive? all i see in Pictures is iPhoto Library but how do i actually access the files in there, say if i wanted to put them on an external flash drive or something like that.

iPhoto is a Photo management program that keeps the photos in a data base - as in any database you access the data (Photos) via the database access methods
to put on a flash drive simply export your photos to a desktop folder, mount your flash drive and then drag that folder to the mounted flash drive
