Regaining your playlists depends upon if you can find the original iTunes Library.itl file. This should be in your iTunes folder but may have been replaced by a newer version which is blank. I don't know why your music is still there but not your library file and I suspect there is something non-standard to your setup about which we don't know.

Of course if you have a backup you can replace the blank file with one from the backup.
Failing restoring your .itl file there is no need to add media one by one. Drag all the folders with the media to the Automatically Add To iTunes folder in your iTunes/Media folder.

We are all itunes users just like you. You are not addressing Apple here. I doubt anyone here cares who you buy from.
As always, it is your responsibility to back up your content. If you failed to do this, then they are gone.
You can try asking itunes support for an exception.

Why after the new iOS update I still cannot retrieve my ring tone it says that my device was not affected and I went from a 4s to a 6 and I still can't get them back

I'm glad you got them back, and yes it's true that when you purchase ringtones, you need to sync your device with iTunes on your computer. When you do that, you transfer purchases to your iTunes account, which means you'll NEVER lose ringtones you purchase.
However, if you don't transfer your purchased tones to iTunes, and you move to a new device, it is true that you will need to re-buy them. The moral of the story is to always sync your device with iTunes, transferring all purchases to your account and you'll never lose anything you purchase.

You need to make sure that you are not in the silent profile.
Also you can set your volumes in the Menu > Settings > Profiles.

Apple's Camera Connection Kit includes both an SD adapter and a USB adapter. You can use an SD card or an adapted Mini SD card with the SD adapter. You can clear the iPad and start again with the other account> Settings->General->Reset->Erase all Content & Settings
Or you can go to Settings->Itunes and App Stores->Apple ID->Sign Out,
And Then Sign in with the other account. You can then download the Apps with that account. Though you may block the other account for 90 days.
Your best bet is to set it up again using the orighinal account it had, so you can get their Apps back. without affecting your account.

You can recover any purchased songs that are on iPods using the procedure here.
If this is not available, you can ask Apple to allow you to download your music again. Note that, first, they DO NOT HAVE TO DO THIS. Purchase of music from the iTunes store entitles you to one download of that item. Second, note that if Apple does allow you to download a second time, they have to pay royalties on each download, whether you pay for it or not. Last, if they allow it, please back up your purchases.

It as always been very basic to always maintain a backup copy of your computer. Use this to put everything back.
If for some reason you have failed to maintain a backup copy ( not good), then you can transfer itunes purchases from an ipod: File>Transfer Purcahses
