If you are trying to turn on the bookmarks bar go to Settings>Safari>Always Show Bookmarks Bar>On.
But as ClayG said - there is no toolbar other than what is visible already in Safari - the < (back) > (forward) buttons, the Bookmarks icon, and the "add to/print" icon - the curved arrow pointing right that is next to the url/address field.

Here is the workaround for sorting your bookmarks - you don't have to do it manually as suggested in the previous answer here. This is from a 2006 page at Hints.Macworld.com
"One thing that bugs me is that there is no option in Safari to alphabetize bookmarks. I had a crazy idea about how to accomplish this, and it seems to work. Hopefully I'm not missing something more obvious.
What I did was open the Bookmarks window (Bookmarks: Show All Bookmarks), put the links I wanted to alphabetize into a folder, and then dragged that folder into the Finder. The Finder alphabetizes the bookmarks; you can then just drag the folder back into the Bookmarks window. You probably have to set the Finder to arrange files by name before it will work. Hope this helps!
[robg adds: When you drag the folder back, you'll now have two folders, the original and the sorted one. Just delete the original, and you're set. You can also do this without first creating a Safari folder. Just select all the bookmarks to be alphabetized, drag them into a new folder in the Finder, open that folder (make sure it's set to sort by name or use column view), then drag the now-sorted bookmarks back into Safari's Bookmarks window. If you're like me and you like to keep all of your bookmarks in folders in the Bookmarks bar, then from the Bookmarks window you would open the Bookmarks Bar in a window of its own before doing the above.

Firefox used to follow the Windows 7 theme in the address toolbar; if the windows are coloured green then the address toolbar is coloured green. Now the Address toolbar is a gross grey-blue colour. Previously, only the tabs and the bookmarks toolbar had their own yucky grey-blue colour, but it's spread upward!

I would really love any solutions that did not require me to install a new theme, as whenever I have done that in the past it has always impaired performance (slows down the loading of the browser).

You can use a custom style rule to change the color. Custom style rules can be applied to the user interface either using the Stylish extension or by creating a file named userChrome.css in your profile (settings) folder.
To create the rule, though, I think someone might need to see the particular shade of green. I don't know whether it is possible to detect that automatically.
Alternately, you could make the background of the address bar transparent so the color behind it shows through. There's an example of that kind of rule in this thread: [https://support.mozilla.org/questions/1000123]. If that looks too naked, one might try a translucent background (e.g., white, but only 10% opaque so most of the background color shows through).

It is likely on another page, in a folder or restrictiosn are set.
If you still do not locate it then reset the home screen layout.

The menu bar at the bottom of Safari screens only goes away if you scroll the screen. But for one page content, the screen can't be scrolled which renders useless any links/buttons at the bottom of the page.
Is there a fix for this in iOS7?
In iOS6, users needed only to tap the screen to remove the Safari menu bars. This does not work in iOS6.

Just about everything on iMac can be adjusted for us old timers, except the Safari tool bar. The favorites bar has print which cannot be read without a magnifying glass. Placing grey type on a grey background compounds the problem. I am helping my older brother transition to Mac from PC via phone support, and he almost gives up. Changing browsers should not be necessary.

Nope... Thanks, but Safe Mode does not do the trick. Oh sure you can move the buttons around and rearrange things to your liking, unfortunately it does not stay that way once you get out of Safe Mode.
I guess if you use an XP machine you are doomed to use FF's interpretation of what it should look like, which is ass backwards from what it has been for the past FIVE YEARS!!! Why not? It seems XP users are now the Freddo's of computing.
Someone should go to you developer's homes move everything around, forks in the basement, beds in the bathroom, TV up in the attic with the mice, dining table outside on the porch, see how you like it.
