I've heard people talking about making a backup of iPhoto in case it ever stops recognizing photos or something else goes wrong. I've tried to find how to do this but I couldn't find any solutions that I could actually understand. So I was just wondering if any one could explain it to me in simple terms.

TIP: For insurance against the iPhoto database corruption that many users have experienced I recommend making a backup copy of the Library6.iPhoto database file and keep it current. If problems crop up where iPhoto suddenly can't see any photos or thinks there are no photos in the library, replacing the working Library6.iPhoto file with the backup will often get the library back. By keeping it current I mean backup after each import and/or any serious editing or work on books, slideshows, calendars, cards, etc. That insures that if a problem pops up and you do need to replace the database file, you'll retain all those efforts. It doesn't take long to make the backup and it's good insurance.
I've written an Automator workflow application (requires Tiger), iPhoto dB File Backup, that will copy the selected Library6.iPhoto file from your iPhoto Library folder to the Pictures folder, replacing any previous version of it. You can't change the frame. But you can Control-click on the photos and select Fit Photo to Frame Size and it will reduce the size of the photo so the entire portrait photo will display in the frame. The excess background will be the same color of the page's background.

you could also clone the drive or volume, or just some of the user folders. look for carbon copy cloner, then enable the "use checksum to insure file integrity."
you can have multiple iPhoto Library catalogues in different locations.
Continue to use TimeMachine and make sure it has 350% or more capacity than your system and data.

I don't know which old version you're referring to but iPhoto 6's, 7's and 8's retouch tool works exactly the same as iPhoto 9's. The color of the enhance tool's area while applying is a light brown color but the retouch works on any color using the surrounding colors as a basis.

For some people Time Machine will be more than adequate. Time Machine is part of OS X. There are two components:

While I agree with everyone else, get a second disk and backup to that disk, I will point you in the directory of partitioning.
Applications -> Utilities -> Disk Utility
Disk Utility may or may not be able to carve a new partition out of your existing partition, depending on whether the end of the current partition is unused so the current partition can be reduced in size and a new partition added.
It may be necessary to use an external disk, clone your internal disk using SuperDuper or Carbon Copy Cloner (both free to use when creating a full clone), then partition your internal disk, and finally restore the external clone to the internal disk again using SuperDuper or Carbon Copy Cloner.
If you do not want to get a 2nd disk, then consider using an on-line service such as CrashPlan, Carbonite, Mozy, etc... for the files you absolutely cannot aford to loose.

If you delete a picture, it sends it to iPhoto trash (left column), there you can permently delete using the empty trash with the icon in the upper right corner. It will come up with a warning if you want tp permently delete trash (photos). It the iPhoto trash you can drag them back out, once you empty the trash, they are gone.
You can also go to finder preferences>advanced, and unclick secyre empty trash, and make sure show warning before empting trash is clicked.

Otherwise, You can write it on a optical Disc and use it in future ....But make sure you keep the Installation files on the disk, not the one which are there on your desktop after installtion

All users are backed up and there isn't any difference between a backup made on a Mac with one user and on a Mac with multiple users. Then, if you want to restore that backup in the future, you will be able to select which users you want to restore
