How do you permanently delete an app so it can't be re downloaded or backed up?

I recently broke up with my boyfriend of two years
who is still attached to my iTunes Account.
We both Downloaded an app called "My Utility's"
which is a secret file locked with a password,
He has photos of me in this file which are personal
That he is now threatening to put up over the Internet.
I was just wondering if there may be a way that I could
block or delete the app from my Apple ID or Account
so that the app could be deleted off all my Apple Devices
and he would be unable to get it back
if he were to try restore it to the Last backup ?

They are separate apps with separate passwords,
You can save websites, notes, pictures and videos
because we don't see each other at all I wouldn't even have the chance to go near his phone.
He's doesn't sync his phone with my lap top so I can't delete it and than sync his phone.
So I need a way to delete it through iCloud & my Apple ID so it deletes off his iPhone
Without me physically having his phone
And then ill have to do a new back up so he can't get it back
Even if I did see him his phone doesn't leave his hand I'm desperate to get this app off it
Even if I have to hack it (don't think that's possible) and as parthetc as it sounds
Any suggestion would help

    They are not taking up storage space.  Apple knows you installed them at one time (="purchased", whether you paid money or not), and merely keeps a list so that if you wish to reinstall any of them on this or a future device, you can.  This is useful if maybe you deleted them due to space constraints, and now have a device with more memory and wish to reinstall.
    It's also useful for taking a trip down Memory Lane looking at all the useless apps you installed once then immediately deleted once you realized they were total garbage ...

If the app was free why is it still attached to my history? even if I paid for it I (and that's a BIG CAPITAL I) should have the freedom to delete it and risk paying again.     When you go to message & you see the deleted name number there will be an i next to it.  Click on that i & it will give you the option to permanently delete the #.

    If you are talking about the Deleted Items folder in an Outlook client, you probably should ask in the
    Microsoft Office Community Forums.
    Otherwise, I'd probably ask in the
    Outlook.com forum on Microsoft Community.
    In both cases, however, you should be able to right click the Deleted Items folder and select "Empty Folder"

    You can delete the currenlty installed apps. Hold down an app until all the apps jiggle. Then on each app tap the x then tap Delete. Press the Home button once to to stop the apps from jiggling.
    And you can hide purchases >  iTunes Store: Hiding and unhiding purchases
    But purchase history cannot be delete.

    I suspect one is the HD version and one is the standard version, both of which are often available to download again as a previous purchase from the iTunes store when you purchase a movie.  They aren't stored in your personal iCloud account and therefore don't use any of your storage.  The cloud symbols are just links to your previous purchases in the iTunes store.  They can't be deleted but if you don't want to see one of them, you can hide it in iTunes on your computer and it shouldn't be visible on your iPad any longer (see iTunes Store: Hiding and unhiding purchases).
