I've had a very long chat with Apple Support and they don't seem to know the answer.
My voice memos are important and are above 30MB so emailing isn't an option.
I first synced my memos to my iTunes as usual (music doesn't sync with the library, bear in mind) and expected all my memos to appear, however they didn't. They appeared in the "on my device section" but I couldn't play them as the exclamation point appeared.
Under Apple's instruction I updated to the new iTunes, and now the previous memos don't even appear in the "on my device" section. They said it's likely to do with ios 8. The memos I want were created in ios 8. And now they've randomly been duplicated on my phone so I have two of each?
So after this iTunes update, I made a new memo, which again was duplicated, but now appears in the "on my device" part.
What do I do to put the memos onto my computer somehow? I really need them!

One new thing I learned from it is that Evernote which I use for keeping some text notes in sync among various devices has a voice memo capability. Those would be automatically transferred. For example, if I want to switch some applications on my iPod with those were on my iTunes Apps Library, iTunes will force to remove the apps that was on my device and sync the apps that I want onto my iPod. But once the app is removed from my iPod, its data will be erased too, so, for example months later, I want to put them back onto my iPod, I will lose all the apps data and games progress. So, I just want to know the way that people save their apps data.

Yo can't. apps are locked to the account thatpurchased them and in-app purchases can only be mad with the account that originally purchased the app.

Apps and many other purchases are tied to the iTunes Store account via which they were purchased. So if you buy the app, that app is tied to your iTunes Store account. Without that account information, the child could not update the app nor back it up.
I'd also suggest giving the child an iTunes gift card or gift certificate along with the iPod. If the child is too young to have and manage his or her own iTunes Store account, then his or her parent could set up an iTunes Store account to purchase the apps. That could be done with that gift card and not need a credit card. You can also gift specific apps, though again that would require the child or a parent to open an iTunes Store account through which to redeem the gift. For more information on gift options, see:

you can plug the phone into your laptop and check the apps you want to add, or you can go to the app store on your phone, go to the 'purchased' section and download it.

Do you mean that you removed the phone from the 'manage devices' section of your iTunes account ? If you do then that won't stop you being able to purchase items on your phone - you only need to be logged into an account to be able to purchase with it.
If you do mean the 'manage devices' section then you can associate, or re-associate, a device (or computer) by using iTunes Match, or automatic downloads, or redownloading past purchases on it : http://support.apple.com/kb/HT4627
