I created a new itune account when I bought my ipad3. Now I want to sync my pc to this new account. However I had a old itune account on my pc which I have forgotten the password. How do I get my new itune account and music onto my pc?

Are you sure you set your 'media' conduits to 'synchronize'? You can check this by clicking on the hot sync icon (found at the bottom right of your computer screen right near where the time is displayed) and clicking on 'custom'
Then, make sure your palm user name is listed on the top and check to make sure media is set to 'synchronize the files'
Let me know if it says anything different.
Also, check the Palm Desktop program. You should see a 'media' icon on the left side of the screen and when you click on it, all your pictures should show up.

Let's say, I have an Iphone 3GS and it was synced to my older pc (I know...) and it crashed and I can't retrieve my files on there. Thanks for that, that was my first suggestion but he wants to not email either. His problem is he used his old nokia to do it and it was fine, now anything other than that he thinks is too much hassle.

See the Apple ID FAQ http://support.apple.com/kb/HT2001 and you cannot close an iTunes store account, you have to log out and just not use the account.

Not sure what you mena by deactivate. You can deauthorise your account on your computer's iTunes via the Store > Deauthorise This Computer menu option as mentioned on the page that you posted from.
If you want to delete an account then that is not currently possible, all you can do is remove any personal info form it and stop using it. But any content that was bought/downloaded with it will remain tied to it, so only that account can authorise its content on a new computer, redownload the content, and download updates to its app.

I did stop using it.
I got rid of my iPhone yesterday...however the person who bought it, is getting my iMessages even though it doesn't have my sim card in it.

At one time it was really easy to sync up your itunes to iphone. You had a list of music with a tick box next to it and if you didnt want a song you simply unticked it and then pressed "sync". The same was true of the apps. There was a special tab for apps where you could remove or reinstall the apps on your phone.
After whatever update they did, i managed to stop my iphone just filling up all the memory on my phone with songs i hadnt chosen. I mean, who thought that was a good idea? what if i heard a song I wanted to purchase or saw an app i wanted? No space to get it, not the smartest idea for an update.
But I digress, back to the syncing issue. There is still the music list with its little tick boxes but there is also this weird tab that has lots of different boxes that have things like the artist names, the album names etc and they all have individual tick boxes next to each artist/album.
Now the problem is that 1) there is no select/deselect all which is a MAJOR pain 2) I am totally unsure what I am meant to tick and what I am not.
What I did was untick all the songs on the music list I didnt want but what itunes has done is loaded up my phone with all the songs i didnt want plus a few randoms that i did. Is it that ticking the boxes means you dont include them now? And whats that album/artist/playlist tab about? Does checking/unchecking boxes there overrule the ticks you made on the main music page? It's getting pretty infuriating.
Also, I can see all the apps on my phone. Why does it not show on itunes? At one time you could see all your stuff. Now, it says I have 4 apps. I dont and if itunes just looked at my phone it could see i have more than 4.
So in summary:
1) How do I sync my itunes to iphone simply?
2) Does the album/artist/playlist page overrule the main music tab? (if so, why would anyone do this?!?!?)
3) where are my apps and how can I manage them?

No. This is a user-to-user forum, where your fellow users help you. Since those users may be on the other side of the world to you, it may take a while before anyone responds. So, since I have not yet installed iTunes 11.2, I'll go out on a limb and assume that things haven't changed that much.
