How do you sync iTouch to iTunes if you don't own or have access to a computer?

For some time now, my iTouch 4 iOS 4.3.2 (or whatever the latest iOS Apple still provided for this particular device), 59.1 GB, with wi-fi, no cellular, has displayed a screen message indicating there is no room to complete download of song(s) or to complete one or more App updates because "storage" is full. Most of the time, downloads and updates run fine. I know the iTouch capacity is practically full, so I've deleted Apps, large photo files, etc. etc. to free up space on it, then all goes fine until the next time that message appears following updating Apps or whatever. But there is plenty of "storage" still available with my iCloud subscription, so I've been ignoring these messages, assuming the message had more to do with the iTouch's dwindling free space and not lack of iCloud space. But, for the first time last night while listening to music stored on the iTouch by docking it to a Bose Wave radio (btw, something I've done without problems for a long time) the iTouch stopped playing on it's own while in the dock, first displaying a black or blank screen as if it was turned off but then displayed a screen image (new to me) of the end of USB cable that would plug into a PC port with an arrow pointing to the iTunes icon. No matter what I've tried, this image returns then stays on at least while the iTouch is docked. I have been doing daily backups to iCloud for this and my newest version of the iPad. My computer died several months ago, so until I buy a new one, I've not had any means to do a PC iTunes sync or PC iTunes backup for the iTouch. My last iTouch back-up was in April and I believe I checked the iTunes boxes to sync/back-up to iCloud rather than to the PC, if memory serves me right.  Up until now, not having iTunes on a home PC hasn't been a problem, so I never gave thought that Apple would require one to have a PC or MAC if one wanted to own and maintain an iTouch, iPhone, iPad, whatever. I realize the iTouch is getting old, but has been working fine up until now. Does anyone have any ideas other than buying a new PC or MAC to install iTunes on?

Means the iPod encountered and error and you have to connect the iPod to a computer with iTunes and an internet connection and restore via iTunes.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store        
Also say you have iCloud but that requires iOS 5 or later except with your iOS verions (4.3.2) you can redownload iTunes purchases on the iPod.

    If you've reached five authorizations for that account, there will be a button in your iTunes Store account information that will allow you to deauthorize all systems associated with that account. Log into your iTunes Store account and you should see it. You can then reauthorize the computers you're using now.

    In iTunes you use the Authorize This Computer or De-authorize This Computer option under the Store menu in iTunes' menubar. For Windows use the ALT-S keys to access it. Or turn on Windows 7 and 8 iTunes menus: iTunes- Turning on iTunes menus in Windows 8 and 7.

    You can de-authorize individual computers, but only by using those computers. The only other option is to "de-authorize all" from your iTunes account.
      1. Open iTunes on a computer
      2. From the Store menu, select "View my Account..."
      3. Sign in with your Apple ID and password.
      4. Under "Computer Authorizations" select "De-authorize All".
      5. Authorize each computer you still have, as you may require.
    You may only do this once per year.
    After you "de-authorize all" your authorized computers, re-authorize each one as required.
    If you have de-authorized all computers and need to do it again, but your year has not elapsed, then contact: Apple - Support - iTunes - Contact Us.
    As for transferring your iTunes Library: iTunes- How to move the library to an EHD. Once you have done this take the external drive to your new computer and restore the iTunes data on the new computer.

    I sync two iPhones and an iPad with one iTunes library on the same computer and each device has different content. Each device has its own sync preferences with iTunes. You can transfer the same music and apps to each device or different music and apps.
    Are you sharing the same Apple ID or iTunes account?

    OS X is the same no matter where you buy it.  You can switch it to Japanese or one of 30 other languages in few seconds via the system preferences.

    You cannot transfer purchases from one Apple ID to another. You need to go into the old Apple ID and change it to the new email address instead of using a new Apple ID altogether.

    If you can't remember the password to the old ID, then click on Reset your Password, and answer the Security Questions. If you can't remember the Security Questions, contact iTunes Support and have them reset:
    APPLE ID SECURITY CONTACT NUMBERS
    Once you get into your old account, Edit the Apple ID to your new email address. Before you will be able to do that you are going to have to change the email address on the new Apple ID to something else.

    Syncing to a new iTunes library or computer will erase your iPhone. Only if you back up your phone manually before syncing, you can restore your device from that backup again. A manual backup does not include the sync process.
    Do this to back up manually:
    Disable autosync in iTunes, connect your phone to your new computer and right click on it in the device list and choose backup. iTunes will backup your device without syncing.
    Transfer your purchases the same way, choosing "transfer purchases" this time.
    When you connect your phone for the first time, all media content will be erased. But you can restore your settings and app data from your manual backup afterwards.
    Don't forget to set up at least one contact and event on your new computer to be able to merge calendars and contacts when you sync the phone for the first time.
    Music is one way only, from the computer to your device, unless you bought the songs in itunes and transferred your purchases.

    If you connect an external hard drive with music, iTunes won't know the music exists there until you tell it. There are two simple ways to tell the application about the music. 1) Drag the folder(s) that contain music files onto the iTunes icon on the Dock or 2) select Add to Library from the File menu and then use the fileselector to select the drive with the music.

    Back up all data.
    Triple-click anywhere in the line below on this page to select it:
