How do I Transfer my whole library to a new PC.
I synced the Ipad2 to the new computer and the music transferred to the PC but not the Apps

I assume that you have authorized the new PC for iTunes content ...iTunes>Store>Authorize this Computer ...from the iTunes menu at the top of the screen.

You can transfer the apps this way as long as they are still on your iPad.
Connect your iPad to your new PC and launch iTunes. Before you sync - right click on the device name on the left hand side of the iTunes window and select Transfer Purchases from the pop up contextual menu. The apps will transfer to the iTunes library. You can also select this option by going to the iTunes menu at the top of the screen and go to File>Transfer Purchases.
If you still have the old PC the best way to do this would be to backup your iTunes library and restore it to your new PC. This is pretty interesting and you can take a look at this.

    You cannot transfer purchases from one Apple ID to another. You need to go into the old Apple ID and change it to the new email address instead of using a new Apple ID altogether.

    If you can't remember the password to the old ID, then click on Reset your Password, and answer the Security Questions. If you can't remember the Security Questions, contact iTunes Support and have them reset:
    APPLE ID SECURITY CONTACT NUMBERS
    Once you get into your old account, Edit the Apple ID to your new email address. Before you will be able to do that you are going to have to change the email address on the new Apple ID to something else.

    Sync your contacts, calendar and other data on your old phone with your iCloud account by turnining sync on in Settings>iCloud.  Then back up your old phone to iCloud.
    When setting up your new phone, restore it from the backup of your old phone.  Then sign into your iCloud account and turn on your data syncing and your contacts, calendars and other synced data will appear on your new phone.

    "Paired"?  I think you are saying you were trying to use Bluetooth to do this transfer.  That will not work.
    Instead, try one of these two methods:
    1.  Use iCloud to contain the contacts.  Then set both the iPad and iPhone up to reference the iCloud contacts.
    2.  Sync the iPhone using iTunes on your computer.  Then sync the iPad using the same iTunes.
    (This may or may not work depending on what you use to house the contacts.)

I have tried to change my Apple ID on the old laptop to match the one I am currently using but do not appear to be able to do so as Apple will not permit me to used the email address assigned to the new account. Is there any way to transfer the library over?

    It has alwasy been very basic to always maintain a backup copy.  Have you failed to do this?  not good.
    You would have to take the hard drive out of your old computer and connect it to your new and transfer the info.

    Your new iMac has a feature as part of the setup to migrate all your existing user settings (and applications if you wish) from your G4 (you connect the two systems using a Firewire cable), so that's probably the easiest way.
    If you just want the Safari bookmarks, though, and nothing else, they're in your users' Library -> Safari folder, the file names Bookmarks.plist. Just copy that file to the same folder on your new iMac.

    The ipod is not a storage/backup device.  The sync is one way - computer to ipod.  The only exception is itunes purchases:  File>Devices>Transfer Purchases.
    You may be able to purchase a third party program to get the music - not supported by Apple.
    It has always been very basic to always maintain a backup copy of your computer.  Us eyour backup copy to move everything to the new computer.

    Otherwise if you still have the dead laptop it may be possible to extract the drive and hook it up in an external drive bay. I've recovered data for a number of friends and colleagues this way.

    If you are using iTunes version 7 or later, then you can transfer purchased iTunes store music from the iPod to an authorized computer by using the "file/transfer purchases from iPod" menu. Note that the maximum of 5 authorized computers applies here.
    For all other non purchased music (your own CDs etc) try this method which works on some Windows PCs.
    Enable your iPod for disk use.

    Open iTunes and select edit/preferences/advanced/general. Put a check mark in the box marked "copy files to iTunes music folder when adding to library" and also "keep iTunes music folder organized", then click 'ok'.
    Connect the iPod whilst holding down the shift/ctrl keys to prevent any auto sync, and if you see the dialogue window asking if you want to sync to this itunes library, click 'no'.
    Then go to file/add folder, open 'my computer', select your iPod and click 'ok'.
    The music files should transfer to your iTunes.
    If this doesn't work (and it may not because officially it's not supposed to), check out the instructions/suggestions here.
    Music from iPod to computer (using option 2). This a manual method using "hidden folders" and although it works, it can be messy.
    Much easier ways are to use one of the many 3rd party programs that copy music from the iPod to the computer.
    One of the most recommended is Yamipod. This is a free program that transfers music from iPod back to the computer. However, it does not transfer playcounts/ratings etc.
    Another free program is Pod Player.
