How do you view animation double-framed?

I have a question about frame rate. I am animating a hand
drawn animation with Flash and I would like to view the animation
double framed. Ideally, I would like to be able to draw the
animation single framed and than be able to view the "Test Movie"
double framed. I am aware I could double frame the animation in the
timeline, but the reason I don't want to do this is because I plan
to export an image sequence that will be colored in Photoshop and
want to keep the work load down. For those who are not familiar
with traditional animation - double framing is generally reserved
for drawing on actual paper; It is an economical way of animating
in which the animator draws 15 or 12 drawings which are than viewed
double framed to create 30 or 24 fps. I know from previous projects
that After Effects is capable of double framing when the image
sequence frame rate is set to 15. So any ideas on how to view
double frames in Flash?

there would be a few ways to do this - also know as 'shot on
twos' (or threes) - but you would simply move over two frames on
the timeline and create a keyframe with a 'non' keyframe between
them. another way to do this would be to straight line keyframe
them and change the fps to half.
