    I'm assuming you mean by using the Mac App Store, if so AFAIK  you cannot turn them off. However if you want to prevent someone from making purchases change your AppleID password and don't give it out. Without the password they cannot make purchases. Either that or you can simply sign out. How you sign out in the Mac App Store is Under Quick Links click Account then click Sign Out. Once you are signed out no purchases can be made.

    I have an answer to my question. There is a bug in IOS8 that prevents third party applications to talk to the Health Application. Apple is trying to fix it ASAP

    How do I Family Share in-app purchases?   The free app only allows certain areas to open. An in-app purchase unlocks the full app capability.  I cannot Family Share the in-app purchase. How do I do this?

    There is a way to get around it, as it worked for me!
    I turned on family sharing for my son. Now I have set up an Apple ID account for him too. His ipad was under my Apple ID account but I have since restored the ipad to factory settings, setting it up as his own now (you don't need to do this step, but I chose to do it so everything on his ipad is under his account now).
    When I logged into the App store on his ipad, using his Apple ID account I can access the apps that I have purchased (I being the main account holder). However I had the same issue as you, that I couldn't family share the in-app purchases.
    To get around this on his ipad, I logged off from the app store with his Apple ID account and then logged into it again using my Apple ID account. Therefore I could download the original apps that I had purchased for him + the in-app purchases. Then I logged out of the app store using my Apple ID account and logged in again using his Apple ID Account. Bingo now the full app is on his ipad!
    Then I synced his ipad to the itunes library on my PC, so the apps are now in his library. It would be also wise to do a backup so you don't have to repeat this process again.....

    SO, do I delete the app off of both the old 3g phone AND the imac, then reinstall on ONLY the imac, then re sync?  OR, should I delete off computer, repurchase on computer then re-sync with new iphone4?  I realize this is kind of roundabout, but the issue I ran into was too much stuff on my old 8GB 3G, and I was stuck on iOS3 FOREVER (couldn't upgrade to iOS4) soooo, I deleted a whole bunch of piddly apps from the phone ONLY, which then allowed me to update to iOS4 (on the 3G).  Then, I could sync (which I did, but obviously not everything transferred, b/c when I synced the new 32 GB iphone 4, there are  particular apps {doodle buddy and groove, my tap fish...} that are missing the in app purchases, but these are still on the old 8GB 3G).  I am so confused....

    without turning on screen sharing and with the remote user working from a windows pc, there is no way built into os x to do this. however if the remote user is using a mac you can use ichat's screen sharing feature.
    otherwise, you can turn on screen sharing, find your ip address (google 'what is my ip address'), ensure the ports are open on your router and enable vnc users by entering a password in the advanced dialog.

    Johnnyontherocks it is likely you installed an updated version of the Adobe Application Manager.  Remove all copies of Adobe Creative software from the computer and reinstall to downgrade the installation.
