It has always been very basic to always maintain a backup copy of your computer for this very occasion.

Furthe question to this one: Don't want to synch, simply want to transfer new music in iTunes to my iPhone. Reason I don't want to synch, I burned some of my CDs in iTunes (i.e., didn't buy them through iTunes which iTunes/Apple doesn't seem to like at all) so don't want to lose everything I burned which is what synching appears to do. So I was hoping for a simple drag and drop from iTunes to iPhone or similar. Thank you.

Unless purchased from iTunes, all the music on your iPhone should have come from an iTunes sync. You can only sync with one itunes library. If you syncing with a new iTunes library you will lose all your non-iTune purchases.
If you still have it, you can transfer your old iTunes library to the new computer

If that is not possible then you should be able to:
Backup the device to the new installation
Transfer your purchases into a newly authorized library
Recover any other media using third party tools as suggested in this post from forum regular Zevoneer
Restore the device from the backup
This process should switch the association of the device to the new library, preserving the data and settings in your apps.
May also be prudent to attempt a backup to iCloud directly from the device before you start... Settings > iCloud > Storage & Backup > iCloud Backup > On. It won't save any media but it would preserve the general account settings and documents in case anything goes wrong while you are trying to extract your other data.
When you get it all fixed, make a backup!

It would be better to simply copy the entire /Music/iTunes/ folder from your old computer to /Music/ on your new computer (along wiht copying all your other user data from old to new computer).

What should be done, is to copy your entire iTunes folder from
your old computer to your new one, then open iTunes holding down
the shift key. You will get prompted to create new or open existing,
select existing and navigate to the iTunes folder and select the
"iTunes Library.itl" file.
