    You cant "Call" anyone. Its not a phone. You can facetime other IOS users. Setup facetime with your apple id in ipad settings/facetime. You can also download apps like skype in the app store.

    Seriously, though .... you are aware that it's not a telephone, right? Any calls you make will be using VOIP and any of the apps and/or services (Skype, Google Talk, etc., etc.) which support that. Some of those are US-only, all have various restrictions and cost structures.

    I hope you can help as I have the same issue.  First the basics: my iPhone 5 and iPad Air both have iOS 8 installed (there are still three family devices on the same apple id/icloud account that are not yet on iOS 8).  Both devices list the same phone number in Messages and FaceTime and both those apps use the same iCloud account.  Both devices are on the same wifi network.
    But when I get a call on my iPhone, the iPad most definitely does not give me the option to respond.  And nothing happens when I try to tap on a contact on the iPad.  :-( :-(
    I went through the links above and note a couple odd things.  For instance, the user guide says:
         "Disable iPhone Cellular Calls.  On your iPhone, go to Settings > FaceTime, then turn off iPhone Cellular Calls"
    When I go to my iPhone's Settings->FaceTime, there is no option to "turn off iPhone Cellular Calls".  What are they talking about?
    In the third link, the instructions for making phone calls have a fourth step:
         4. Wi-Fi Calling needs to be off.
    What does that mean?  Where do I look to make sure it's off?
    As an aside, I'm writing this from my 2010 MBP running Yosemite beta 3 and there appears to be no connection between it and my nearby iPhone either.  My MBP is on the same wifi network as the iPhone and both the Mac's FaceTime and Messages have the same phone # set as on the iPhone.  But when I go into the address book and look up a contact, no "phone" icon/button shows up next to the contact's phone number.  When  a call comes into the iPhone, nothing happens on the mac.

    An iPad can only use cellular data services. It cannot be used as a telephone. For that you need the iPhone. You can make calls using Skype or Face Time.

    I've transferred my old number by PAT code to my new iphone and most of the time it works fine however there are problems when replying to tests and using Facetime when the original sim muber is displayed. My frined can text me on my correct number but if I reply she receives it from the different number. Also when using Facetime the number displayed is the one the came with the iphone. Anyone know what to do to get the number id correct?

    Tell her to contact her carrier and get a new phone number.

    You have to add another email address on one of the two devices that you can use as the "You can be reached for FaceTime at" contact address and then remove/uncheck the Apple ID email address as the contact address on that device. The way you are currently setup is like to trying to call yourself on your on phone - from your own phone.
    Using the iPad as the example go to Settings>FaceTime>You can be reached for FaceTime at>Add another email address. Then add a working email address in the next window. Apple will verify the email. Go to the inbox of that email account, read and respond to Apple's email in order to complete the verification process.
    Go back to Settings>FaceTime>Uncheck the Apple ID email address and make sure that the new email address is checked/selected (you will see it being verified again) and that new email address will be your contact address for the iPad.

How can I make this stop?  We had it all set up fine before the restore, and there was a trick to it in the settings.  I've noticed that since my restore, her phone has picked up what looks like the symbol of a phone in the upper right corner of the display, right next to the Bluetooth symbol.
