Is there a limited download for the applications once you sign up for the cloud? Also, can you install for both Mac and Pc from the same account?

There is no limit of the number of downloads however you can activate the software on upto 2 computers.

Regarding specically the words "With version 12..."
I am not sure if you are referring to something special in version 12 that I have not encountered or something else.
Be it Premiere Elements 12 or versions of Premiere Elements earlier than 12, I could and can always install a given purchased version on as many computers as I would like beyond "2". But, I could not use (have active) the purchased serial number for a given version on more than 2 of my computers.
And, as I wrote in post 1,
Deactivation is not the same as uninstalling.
True, in Premiere Elements 12 deactivation takes a twist in that Help Menu/Deactivate of earlier versions is replaced by Help Menu/Sign Out. But, in both cases, it translates into Deactivation of the program on a given computer.

Sure , you can install on both Mac as well as PC .
Max activation allowed = 2 computers.
Student discounted price will be valid for one year.
Later you can purchase with different Adobe ID , with valid proof of eligibility .
Once you had purchased yearly prepaid subscription , it will not expire for another one whole year , whether you are still student or finished graduation. It will expire after year.

A full (retail, single license key) MS Office license permits you to install Office on 1 desktop Mac + 1 portable (laptop) Mac provided 1) you own both computers and 2) you do not use Office simultaneously on both computers.
Beyond that, it depends on the specific Office package you have. Some packages have more specific terms.
For example, if you have MS Office Home & Student 2011 you will have 3 activation keys permitting you to install it on 3 computers, period. (Not 1 desktop + 1 laptop per license key.)
The license key pertains to the computer (device) not the number of user accounts on the device. So, if you have 2 or 3 or more user accounts on your iMac you only need to use 1 license key for the iMac itself. You apply the license key (activate the software) only in the admin account under which you installed the software. Once you activate the software in the primary admin account, Office will be usable in all user accounts on the iMac. A single purchase of Lion will allow you to download it multiple times as long as you use your Apple ID.

No, if you mean can you copy the installed version over. That never works because PSE is a highly complex program that strews stuff all over your hard drive and you can never hope to find all the bits and bobs. You should deactivate it on the computer you no longer need, then install from scratch on the new machine.
