Hi i currently have Creative Cloud Photography plan, I run a small photography business, currently i have the Creative Cloud Photography plan. As I've added an assistant to help with the business i would like for him to have Photoshop and Lightroom at his workstation.
Am I allowed to install these apps on this pc as well and use them concurrently? If now how would i best go about getting one more license?

well, you are allowed two concurrent installations and activations. but they're both supposed to be for your own use.
allowing an assistant to use one of your two activations is a violation of adobe's tos. (i doubt you'll be arrested, but you should obtain two licenses for two different people to use the software.)

I just purchased cs5.5 production premium...it hasn't arrived yet but I was wondering how many machines I can install in on.

The ideal solution is to have a large enough HD (preferably a fast RAID)
for storing your preview and cache files so you don't have to worry about
if they are taking up too much space.
You ignore them, then do a 'Spring Cleaning' now and then after you have
shuffled through a few projects, then save a few minutes when opening
any current projects to allow them to re-generate their cache files if needed.
If you are on Win7, another folder to watch is:
C:\Users\*username*\AppData\Local\Temp
Media Encoder will leave a lot of files in this folder that can be deleted.
Select all and hit delete. If you get any messages, skip those files and continue.
Specify scratch disks to improve system performance
Move or clean the Media Cache Database

I can't find this information anywhere. My two coworkers and I have Captivate 5 and want to upgrade to 6, but we are not sure if we can use the same license key for all three of our PCs. Does anyone have this info?

Normally a license may be used on two different PCs. One intended for a work computer and one intended for a home computer in case you take work home.
I'm sure Adobe would frown upon using the two activations to occur on two work PCs that are used simultaneously.
You need three licenses. That would grant you six activations. One on each of the three work PCs and one on each user's home PC.
Keep in mind that I'm not a legal professional nor did I stay overnight at a Holiday Inn Express.

How many PCs can i install PS CS6 on?

I am considering purchasing the new Photoshop CS6, possibly the extended version.
Can i install it on both my laptop and PC?
And what happens in the horrifying event of a hard drive loss and backup failure? It is a huge amount of money to invest and i am worried about the potential risk of losing the software. If this happens will i be able to re-install it without re-purchasing?

Noel the two bad options are. What is particularly bad is Adobe tried to make these options global and not just be in effect when the adjustment panel is used to add an adjustment layer.
In the past adjustment layer always came with a Layer Mask it was never an option no action was required nothing needed to be coded to have a layer mask added and nothing was recorded into action steps or scripts that there was be or not to be a layer mask. So any Action, Script and possibly Plug-in that added and adjustment layer and modified its layer mask will fail. If this option is not set to its default setting. Even if you change the setting Photoshop does not always not add a layer mask. If there is an active selection a layer mask will still be added. So the option does not work always.
The second option clip to previous layer has always been an option and if used the option was recorded in actions and coder in scripts and plug ins. However nothing special was recoded or coded if you wanted the adjustment layer to apply to all layer below the adjustment was added by default not clipped. When this option is in its default state it does not, not clip adjustment layers that were recorded clipped or coded clipped these are still clipped. However if you set it to Clip added adjustment recorded in actions that should be added by default not clipped are now clipped. This may also happen in Plug in and scripts that coded add adjustment layers letting it default to all these may be clipped.
Here are some simple silly actions I recorded with CS6 that adds adjustment layers which are played with in the actions. Versions of Photoshop prior to CS4 will have no problems for these bad options were added in CS4. CS4, CS5 and CS6 will play the action when these options are set to their default setting. The Actions will have problems otherwise. http://www.mouseprints.net/old/dpr/AdjustmentLayers.atn No document need be open just play the actions with options set to their default setting. Then change an option and play again.

Your Apple ID can have up to 10 devices and computers (combined) associated with it. Each computer must also be authorized using the same Apple ID.

You seem to be asking two different questions.
The answer to how many computers you can install Dreamweaver on is two. However, if you want to sell Dreamweaver, you must transfer the licence entirely to the other person. In other words, you can't keep Dreamweaver on one of your computers, and sell the other permitted installation to someone else.

However, you say that you deleted your version from one computer. That's not enough. You should have deactivated it first. You will need to get Adobe to cancel the activation on the computer you no longer have. Otherwise, the person who buys from you won't be able to install on two computers.

What are the computer operating systems involved? Are you installing from installation files (from online download purchase) or from installation disc
(from purchase in boxed packaging)? Answers to those questions would probably get you the best possible answer to your question.
If installation files.....
You are not going to be able to install a Premiere Elements Windows purchased serial number on a Mac computer or a Premiere Elements Mac
purchased serial number on a Windows computer.
If installation discs...
Box packaging typically comes with two installation discs....one for Windows and one for Mac. In this type of situation, typically you use one
serial number for them both. If that is the case, then the following applies...
Adobe allows you to use the same purchased activated serial number on no more than 2 of your computers. And, you do not use them at the same time.
If you are dealing with two computers with the same operating system, then you should be able to use that same purchased serial number for that operating system on no more than 2 of your computers. Again, you do not use them at the same time.

If this is a personal purchase, not for a business, then the terms of sale for the Mac App Store state that you may install any software on all computers you "own or control". If it's for a business for installation on multiple computers that are each used by a different user, then basically the terms are one installation per purchase. Here is the official statement:

Do you have these codes because this will be your app? Or is this a "loan" from the school to install on your machine? Do you use your own Apple ID to redeem the code and install the app?
If it is your app, then you may install it on as many Macs as you own or have in your control.
