If the screen was broken due to an accident or abuse, Apple will not replace it for free. The iPad's warranty covers manufacturing defects only. Apple will replace the entire iPad; they don't repair.
If you have purchased AppleCare+ when you bought the device, you would be entitled to up to two replacements over a 2 year period for $49 each.
