Hi, in my opinion it's best to use that laptop as is and upgrade next year. On top of that the cpu is running at 1.6Ghz which isn't very fast.
Nonetheless, there are a few 4GB sticks for laptops. Not all laptops dimm slots support 4GB in each but yours does and that's a good thing. Only downside to this ram stick is the price. Very expensive.

This is one instance where you'll curse yourself for not having bought the AppleCare Warranty extension and gotten the board for free.
Anyway, get your model number handy and go look up the parts in www.powerbookmedic.com or www.ifixit.com amongst other places. They've also have videos or photo pictorials on how to do the replacement. Not altogether trivial, be sure to spread the adequate amount of thermal paste on the CPU and GPU, else you'll fry the new board in short order again.

No, I do not believe you can buy a Verizon 9650 Blackberry unlocked directly from Verizon. Your best option is to buy the phone locked and obtain an unlock code from an online vendor (Horizon Wireless?) for a small fee.
The other alternative is to buy a Sprint branded 9650 Blackberry. I am pretty sure they are unlocked at purchase.

You have to be the judge of whether it is cost effective to you. You can backup all of your app data with iTunes or iCloud and restore from the backup if you get a new iPad - and then all of your data and game saves should be restored. You should not lose your in-app purchases either as they are stored in the backup.
If you have had an iPad for almost 3 years, I would hope that you have been backing up all along.
