You can't link two accounts, all content is tied to the account that downloaded it and accounts can't be merged nor content transferred between them.
You can have more than account authorised on your computer's iTunes via the Store > Authorise This Computer menu option and you should be able to sync content from both to your iPod. Careful of those gift cards on ebay. I know a guy that bought a $100 gift card from ebay for $75 and after he entered the code in his iTunes account, he got a note from Apple saying the purchase of the gift card was reported by the credit card company as a fraudulent purchase, so he lost the credit and was out the $75 + shipping he paid the ebay seller.
If it sounds too good to be true, it usually is.

Yes. I just wanted to double-check, since there are several audio and video formats that go by the name of MPEG (since they are based on specifications from the Motion Pictures Expert Group), but the one iTunes calls "MPEG audio file" is indeed MP3.
If you subscribe to Match, it will attempt to match songs (MP3 or other format) in your library with Store AAC/256 versions of the same song. Match does not replace the version in your library, unless you manually remove the original from your library and download the matched version.
The 25k limit counts any songs in your library that were not purchased from the iTunes Store.

You might consider itunes match for moving CDs you've copied into your itunes library if you dont have a way to use home sharing.
iTunes match is an optional service offered by apple that costs about $25 a year. It scans your music library and if it finds music that is already in apple's itunes catalog it'll automatically "unlock"/"store" these in the cloud for you. If you connect your ipod to your computer then look in the hidden folder labeled "iPod_Control" . (This is on a Mac version, but i think it's the same for Windows) and in "Music" is all your music mixed up in different folders. Just drag the MUSIC folder onto itunes then BAM! It's done ;D

If you have failed to maintain a backup or no longer have the old computer, you may be out of luck.
iTunes purchases can be transfered from the iDevice. Connect the device, do NOT sync. Select File > Transfer Purchases.
This will only transfer iTunes purchases. All other media will not transfer and will be wiped from the device when it is synced with a new computer/library.
