How stays the iTunes Match limit (25000 songs) after exclude songs?

Hello,
Somebody knows if after exclude musics from iCloud which was matched by the iTunes Match, the limit of 25000 songs is replaced in proportion of the exclude ones, or stays the same?

In this case, I have over 25k songs and some of the songs that exceeded the limit - and therefore were outside the iCloud - are better than some that were made available by iTunes Match in iCloud.
So I'm thinking of deleting some of these songs in my library (only in iTunes library), and iCloud respectively, to release limit for load that best songs that were left out on the first time at iTunes Match scan my library.
The question is: by doing so, my library back to be below the limit, or once reached the 25k, there's no going back, even deleting songs from iCloud?

    Has anyone who is currently using iTunes Match found a way to prevent selected songs in their music library from being uploaded to the iCloud. I have a number of audio files that are hour long mixes, but aren't quite large enough to run afoul of the 200MB size limit.     Another oddity I just discovered is that if I turn on wifi hotspot on my phone and connect my iMac to my phone's 3G service then iTunes on my iMac will stream music just fine from iTunes match (yes, the music was only in the cloud, not on my drive).
    I've tried everything I can think of to get iTunes Match to play tracks over cellular.. including totally deauthorizing all my computers and devices, totally removing all tracks my itunes match in the cloud and re-scanning/uploading everything. Purchased new tracks, and they won't play unless they are downloaded. But they will play just fine when previeing them for purchase in iTunes app.

         What's the typical amount of time required to have music added to iTunes to become available in iTunes Match and, subsequently, available on my other iOS devices (iPhone 5S, iPad 4)?  It seems like I'm always waiting at least two days for the music to finally become available on my other devices.
          One thing, in addition, that I've noticed is that the music appears to available sooner under the "Artists" or "Album" buttons on my iPhone and iPad, but not under the "Recently Added" smart playlist I have setup in iTunes and, thus, mirrored on my devices.
          Any thoughts would be appreciated on both counts.

    If you want to upgrade the quality of a song in your library, you have to delete the library copy and download the matched copy.
    Once it is downloaded, it will stay in your library even you don't renew Match.

    It may help to turn iTunes Match off, then back on.
    Windows: While holding down the shift key, choose Store > Turn Off iTunes Match.
    Turn iTunes Match on by selecting Store > Turn On iTunes Match.

    Did you delete the hard copy of the songs from your computer after you uploaded them?
    If so just highlight the said songs and delete but do not check the box that says delete from iCloud and your songs should play fine. 
    This happens when the original file is moved from the location that itunes was looking for it at and if you did this because you uploaded it then it will still be in the cloud you just need itunes to read from cloud and not think it's supposed to be finding the original file

    I have around 12.000 songs on my iTunes AND iTunes Match (all have been matched / uploaded, no leftovers). When I turn on iTunes Match on my iPhone, it shows only 4200 tracks, not all the 12k.
    "Ok, let's turn off iTunes Match on the iPhone and turn it on again and see if it performs a refresh".
    I have then turned off iTunes Match on the iPhone, went back to the Music, and I saw that the 4200 tracks WERE STILL THERE, with the "download from the cloud" button. Weird, i have disabled iTunes Match on the Phone...
    "Let's try reboot the device"
    I have then rebooted the iphone, closing all the applications before doing it, and after the reboot (iTunes Match still disabled on the device), THE SONGS WERE STILL THERE WITH THE DOWNLOAD BUTTON...
    "Let's try turning itunes match on again, to see if the songs will be 12k"
    Turned on iTunes Match again on the device, the tracks DID NOT CHANGE. Only 4200.
    "But I want to play my music on my iphone!!! The tracks that were on the device have been deleted!!!"
    So my question is:
    Is there a way to force the "Music" app on the iPhone to perform a FORCED REFRESH of the iTunes Match library? Turning iTMatch off and on doesn't work.
    In the meantime, the only way for me to have my music on my iPhone is to turn iTMatch off, back up the iphone and perform a iPhone Restore... Seriously.

    Thanks to kirbyfromtrenton, I have tracked down at least a partial fix for this problem:
    1 - Turn off iTunes match in iTunes.
    2 - Turn off iTunes match on the iPhone.
    3 - Close iTunes and reopen.
    4 - Connect your iPhone.
    5 - Go into your music folder for the iPhone and delete all the songs.
    6 - Turn back on iTunes match in iTunes
    7 - Turn back on iTunes match on the iPhone
    All of my music is available once again, although I'm still not seeing my playlists or artwork. That could be because I'm overseas right now with a slow wi-fi connection though.

    I have iTunes installed on a home MacBook for syncing music, photos etc and iTunes on a work PC to sync calendars and contacts.  iTunes Match is enabled on both. However, I'd like to disable it on my work PC as it slows down my iTunes when I open it up.  When I click "Disable iTunes Match" in the store link in iTunes on my work PC, it appears to want to disable the service universally.  Is this only disabling it on this one device, or universally?  Thanks.

    Thanks... took over an hour to turn off the iTunes Match, but it did not effect my home iTunes.

    Songs containing DRM (Digital Rights Management) will not be matched or uploaded  to iCloud unless your computer is authorized for playback of that content.
    About file formats
    Songs encoded in ALAC, WAV, or AIFF will be transcoded to a separate temporary AAC 256 Kbps file locally, prior to uploading to iCloud. The original files will remain untouched.
    Songs encoded as AAC or MP3 that do not meet certain quality criteria will not be matched or uploaded to iCloud.

    Please note that if you have an iTunes Match subscription, you can't change countries until the subscription has expired. Your subscription expires 08/18/2013.
    To turn off Auto-Renew for iTunes Match, follow these steps:
    1) Open iTunes.
    2) From the pull-down Store menu in the menu bar, Choose Store > Sign In.
    3) Enter your iTunes Store account name and password, then click Sign In.
    4) Go to the Store menu again, Choose Store > View My Account.
    5) Enter your account name and password a second time, then click View Account.
    You will be taken to your Apple Account Information page. On this page, simply click the "Turn Off Auto-Renew" button next to iTunes Match.

    Brian,
    Again, not accurate. When Match is "turned off" all of the Matched song instances are still shown in the Ibrary and all devices still stream - so, if you have your songs also stored on your local drive (which I choose to as one does not always have access to WiFi and I use the local instances of the songs for some music production/DJing), iTunes shows each song twice.  This is cumbersome if you simply want to play an album - you have to hear each song twice. There is no reason technologically they could not simply show the metadata for a song only once and simply hit the cloud object store when it it is not found as a local disk target. This would solve some of the issues and it is pretty much how any content delivery network (CDN) works - and this is how my local Genius Bar assured me it would work before I bought the service. I found they know little about Match.
    Other issues: I believe the "exclusive" Cloud Playtlist logic still stands - iTunes protests if you add a non-Matched song to a Playlist (as it assumes you want all Playlists to be cloudy). Also, the APLCARE person and I  could not figure out what "Removed" (under Cloud Status) means despite looking up several explanations on the Web. And, we found songs that were only in the cloud that should have also been on my local drive as I never deleted them. That said, it is also a pain to fully delete a song (local + the cloud). Plus, the logic in the Purchased section around what constitutes "Not On Computer" did not hold up. They have lots of logical challenges with thier workflow.
    Regardingyour suggestion, there is no way to "not use" Match. Only when one is disconnected from the iTunes store does Match seem to go away completely.The only thing you can turn off is the song syncing/matching/uploading. This amounts only to turning off a sub-process not the service.
    Match is likely fine for most who do not want to have any copy of the songs locally and are fine having access to their music only when connected via WiFi. I wanted more ubiquitous access to my collection from my iPad and my iPhone but needed to keep my songs local to my MBP too. This is not the proper use case as I have learned.
    Of course I won't renew, but I should be able to cancel a service that I am dissatisfied with.
