How to access syncing privileges on iPod?

I recently got a new laptop and successfully transfered my iTunes Library. Now I want to sync my iPod Touch(4th gen) and it keeps telling me that I don't have enough access privledges. I don't know why because I can sync my iPhone 5 just fine. How do I access these privledges? Oh I am using a Windows 8 btw..
I know there are alot of other disussions with this but all the ones I find are all old and I can't seem to make it work with my computer and iPod.

What are you wanting to do exactly? Are you trying to sync this older iPod with a new/different iTunes library from the one you originally set it up with?

Your email address (used as your Apple ID) does not matter, because iPods are not directly linked to a particular Apple ID.
NOTE: You can still use your old Apple ID, even if your that email address is no longer valid. As long as you remember your Apple ID password. Go here and click on Manage your Apple ID.

The iTunes sync dialog for the Address Book, however, does not show my iCloud Contacts and only has a choice for syncing all contacts, which I have chosen.
My calendars sync to my iPod touch, but my Address Book does not.

This says that it can't be done.
But I am able to do it for my calendars in iCloud, just not for my contacts in iCloud.
What is the reason for the difference.

Sync is only oneway, from PC to your device. Unless you have the music on your PC, iTunes is going to wipe out what you have on your device if you are syncing to a new library.
You can only transfer Purchased music over to Itunes on your PC.

As for you own music, you may have to use a third party software. A good Free one is called Sharepod which you can download from Download.com here:
