No, you're wrong. You can choose 'None' as a payment option even on an existing Apple ID, as long as there is no outstanding balance in your current iTunes account.
Click on the part in that article that says: updating your iTunes Store account information.
On that article, you'll see how to change your payment information to 'None', and what to do if None isn't showing or you can't select it.

You can activate your Apple ID by going to applied.apple.com. Just log in to the ID you have created and send the verification email. You can do this from a computer and your iPod Touch.

Did anyone find a fix? My 4s started doing this ( after 1 yr of no issues) ,sadly it went from pink lines to No camera.My screen is frozen on the shutter. Front camera works but not the back one.
