How to be sure that I am not buying a stolen Iphone ?

Hello everyone,
I am at the point of buying a second-hand Iphone 5 (latest os version according to the seller) on the internet and after reading a lot about stolen phones I wanted to be absolutely sure that I am not buying this kind of phone that would be of no use.
To this aim I checked the IMEI number given by the seller on https://www.icloud.com/activationlock/ : the phone is not reported stolen/lost.
However I am still not 100% reassured, as far as I understood for the "Lost my phone" device to be working the lost/stolen phone needs to be connected to the internet or using a simcard right ?
Then is it still possible to be in this situation : someone steals a phone, redraws the sim card and shut down the internet before the owner can lock the phone through the application ? Then somebody buys it and as soon as he inserts a sim card or connects to the wifi /Itunes the phone receives the locking signal and shuts down ?
My apologies for this long post, but as a student I cannot afford loosing my money on this. (well, nobody would!)

And use the IMEI number to check if Activation Lock is active on the iPhone or not.
You can also request the seller provide a picture of the iPhone turned on.
It should be at the following screen, if it was properly restored, and removed from the previous owner's account.
