How to block my stolen ipod touch via serial number

can anyone knows how to block my ipod touch 5th gen via serial number ? the one who stole my ipod touch has the capabilities about idevices .. i want atleast to block my stolen ipod for them not to use it or atleast that device is not being a useful one .. sorry for my bad english hope you guys get my point,many thanks in advace .. please suggestions?

You can't block (nor locate) it via the serial number.
If you had Find My iPod enabled on it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPod disabled on it (if it was on iOS 7 as your tagline suggests then Find My iPod should be harder to disable).
You've reported it to the police ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    You can't. If you had set up MobileMe / Find My iPad on it before it was stolen then you could try locating it either via me.com on a computer or Find My iPhone / Find My iPad on a another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or MobileMe disabled on it.

Because the person who stole it lied to the police and did not have my stolen Ipod on them, there was nothing the police could do to get it back. I recently noticed that ITunes shows the serial number of devices when they are plugged into iTunes. Well I am wondering if iTunes stores serial numbers of all Devices used through ITunes. If so, is there some way I can get the serial number to locate my stolen device? I don't remember if I registered the device through Apple or not. I usually do register all my devices.

    Nobody can help you with that request because iCloud and  "Find My iPod touch" do not work that way.
    If you cannot see the iPod, you cannot track its serial number.  Unless someone sees the serial number, nobody can track it.
    Regardless of whether you have properly installed and enabled "Find My iPod touch", iCloud does not track your iPod's serial number.  This is true even when you or someone else can see your iPod's serial number.
    Regardless of how much you wish iCloud could track your iPod's serial number, it cannot.
    "Find My iPod touch" can sometimes track an iPod's location but only under the specific circumstances Limnos has already explained to you. 
    If "Find My iPod touch" cannot locate your iPod by its location, there is no iCloud way to find it.  In that case, the only way to identify your missing iPod is for you or someone else to physically look at it.
    Perhaps you will be successful with one of these alternative possibilities for recovering your iPod:
      • you can physically search and find your misplaced iPod
      • someone may it returned in response to a reward that you offer
      • the police may find it after you have reported it stolen

    IF you had set up find my ipod BEFORE it was lost AND it is on AND it is connected to wi-fi, THEN you may be able to find an apporximate street address.

    Sorry, but there's no way for you to track your iPod at all, much less see any activity from it. You'll need to fight this out with eBay. Perhaps the shipping weight of the box might help in convincing eBay that you shipped the iPod, not just a case and cord, though they may not consider the weight as proof since you could have loaded the box with dead weight. This is unfortunately one of the major problems with selling by eBay. I hope you can resolve something with them, though it doesn't appear likely.
    As to the serial number, follow these steps:
    Hold down the Control key and choose Help > About iTunes (Windows) or iTunes > About iTunes (Mac).
    Release the Control key.
    As the iTunes and QuickTime version information scrolls, you will see the serial number of the last connected iPod.
