How to block "Personal Hotspot (Tethering)"?

Hello,
I want to block or deactivate the "personal hotspot" function on iPad or iPhone. We want to disallow the use of this function for all of our users.
I checked the "Apple Configurator" and also our MDM solution. It is not possible to block. Also our phone provider is not able to deactivate this function.
Is it possible to send a "mobileconfig"-File or a "IPCC"-File to the device? Someone has an idea?

I thought iOS 7.0 added Personal Hotspot control to the MDM or at least the ability to monitor such.

    Edit: I pressed the button to set up the hotspot and it brings up a popup window that says you have to contact AT&T to activate the feature.

    A tethering plan (Hotspot) may or may not be included with your plan with your cellular data plan. Some carriers include it at no charge, others charge an extra monthly fee. If you don't want or need it, you may want to clarify with AT&T if you are paying extra. It is my understanding that if you haven't signed up for a tethering plan, the Hotspot option will not show up on the iPhone.

    Hey all,
    If like many people you're having problems connecting to Personal Hotspot (especially from an iPad) read up!
    I was getting really frustrated with connecting my iPad to my 4S via Personal Hotspot. After a fresh boot of the phone it would work as expected but if the connection was terminated (say by switching hotspot off and on) or after the two hadn't been connected for a while it got into this state where I could see and connect to the hotspot but it would drop a few seconds later then try again over and over.
    After a lot of experimenting I finally figured out that there seems to be a pretty serious bug in the hotspot's DHCP server. AP discovery and WPA authentication work great but in this weird state the iPhone will not give the connecting device an IP. The only solution to fix the DHCP server is to reboot the phone.
    To avoid having to constantly reboot the phone, you need to give the connecting device a static IP address. This gets around the DHCP issue.
    For the less technically inclined, here's how to do that with an iPad:
    - Reboot your phone and connect to the hotspot as usual and ensure the connection works
    - On the iPad go to Settings - WiFi and tap the arrow to the right of your iPhone's name
    - Write down all the values you see under the DHCP tab
    - Tap the Static tab
    - Enter in the same values you just wrote down
    - Hit "WiFi Networks" at the top to go back
    The iPad will now reconnect using the same settings as DHCP would have given it, but without relying on the broken DHCP server. Subsequent connections will use this same information too. This is also faster than having the iPad wait for DHCP to respond so it's not a bad idea even if yours usually works.
    Optional extra: Instead of using whatever DNS values the DHCP server (and by extension your mobile data ISP) gives you, use OpenDNS IP's instead. This will speed up YouTube due to their partnership with Google and prevent your ISP from traking your web usage via DNS interception. To do this enter the following into the DNS field under the Static tab: 208.67.222.222,208.67.220.220 (note the comma)

    I found this happend to my ipad 1 and nothing seemed to resolve the problem......But I found a way around this quite easy: 1. Turn on personal hotspot on your iphone or what ever phone you may have that has this feature. 2. turn on bluetooth on your phone and your ipad.  3. search devices on your ipad and find your phone through the bluetooth feature. 4. now connect the 2 devices and your phone will start to flash "personal hotspot connection"
    Your ipad infact does not even need a personal hotspot icon anymore to connect to your phone, its all done through bluetooth anyway. The only downside is that you will not be able to connect the 2 devices via wifi which you could do after 5.1.1 update , but at least you can still tether your 2 devices and enjoy internet on your ipad without needing a 3G sim version of ipad.  Hope this helped

    I was led to believe that with IOS8 the personal hotspot experience was supposed to be a lot easier, it certainly doesn't appear that way at the moment............if anything it's worse. You would have thought that this would have been a piece of functionality that should work flawlessly but Apple appear to have dropped the ball on this one.
    Wondered if anyone else is having similar issues? Maybe I have missed a setting somewhere that I don't know about but if anyone can help that would be great.

    Personal Hotspot is a feature that requires carrier support. If you are in India, there are 2 supported carriers. Aircel and Airtel. Both of them support this feature.
    Idea is not a supported carrier.
    Switch to a supported carrier if Idea can't figure out how to activate it.

    I just spent three days with ATT pointing out to them that their website stated a Personal Hotspot would be available for the IPAD 2 with the release of 4.3. I directed them to the page that quoted it. It was a press release dated March 10. It shows the prices for Tethering. They are pointing fingers to Apple. I don't believe them!     The day before I purchased IPAD2- I also called ATT and Apple to confirm Tethering would be available. Now ATT is denying that it never was in the plans. Apple Care folks are hand tied.They don't quite understand ATT's decision. There are many reasons ATT doesn't want to allow this. I have a grandfathered unlimited data plan on my Iphone 4- If I purchase the tethering for my Iphone 4 - I have to forfeit my unlimited plan- GET THE PICTURE!. The Ipad is capable of tethering. I bought the IPAD2 -3G version for this purpose. Extra 130 dollars out the door.

    Thank you for your response. Verizon offers tethering/ Hotspot on some of their tablets. I personally demonstrated this before I bought my IPAD2. I understand what IOS4.3 offers on the IPHONE4. The IPAD2 is capable of the same. Apple even admitted it to me via phone conversations. They only sympathized with me after an hour of phone patches between ATT and Apple.
    I don't want to tether my I phone. I want to keep it available for other purposes and don't want to destroy my "Grandfathered Unlimited Data Plan". I do want to tether to my laptop. I don't really have an argument- I may have been mislead by what ATT stated. Let me copy this from their Web site. There is no assumption that one already owns an IPhone 4 or is it relevant.     Also if you take new after there close too about other new iPad there not import maybe we are happy with our product.
