In Indonesia, Telkomsel is the ONLY official carrier. All iphones officially sold in Indonesia are sold as carrier locked to Telkomsel with NO provision to unlock them. If you want to buy an unlocked iphone, you will have to purchase from one of the locations listed in this support article:

Sorry but no. US iPhones are locked to AT&T; no unlocked iPhones are available.
There are countries in which unlocked iPhones are sold. But you need to be aware that any such iPhone will not be supported in Belarus. You would not get any help from Apple in using the iPhone with any Belarus carrier, and if the iPhone had a technical fault you would need to ship the iPhone to someone back in the country of purchase for servicing. Apple would not accept a direct shipment from Belarus and would not ship the repaired iPhone back to Belarus, so you would have to know someone in the country of purchase who could handle the shipment both ways for you.
So think very hard before you purchase an iPhone from another country. If any problems arise you will in essence be on your own to solve the problem.

Hi, ive just bought the above phone, it is brand new and ment to be unlocked, ive connected it to itunes and apparentley its in recovery mode, ive gone through the restore process (i realise this may re lock it) but now stuck on how to get it out of recovery, ive tried the hold power and home button etc,

The lower/advertised price for the iPhone in the U.S. is AT&T's subsidized or discounted price for the iPhone, which requires signing a two year contract with AT&T for the subsidy or discount that AT&T pays Apple on a subscriber's behalf.
The iPhone is sold in the U.S. as carrier locked with AT&T only. None of the iPhone functions work until the iPhone is activated with AT&T with the exception of being able to make an emergency 911 call in the U.S. Apple nor AT&T in the U.S. will ship an iPhone to anyone outside of the U.S. AT&T also sells the iPhone in the U.S. at a no-contract/no-commitment or at the full retail sales price which is much more expensive, but the iPhone remains carrier locked with AT&T. Just purchased the new iphone 3GS 32GB from the Sydney apple store [AU $1040] ... the phone had 3.01 software and I would like to upgrade to 3.1... Is it safe to do so through the itunes coz I'm not sure whether its factory unlocked or locked ?.... Is there anyway to check whether its unlocked or locked?.... I also was able to get cydia installed in it by a technician and was also wondering whether that affect if it will be fine to upgrade through itunes....

I could tell you to upgrade to 3.1 with no fear. I did and it works fine. I predict that you will also get several posts here telling you to NOT upgrade for various reasons. The only thing I can add is that most people who upgraded have no problems.
And yes, if you don't upgrade, your phone will probably work as well as it would have with with 3.1.
