How to buy Photoshop elements 13 in India as the site is not allowing for exclusive purchase of Photoshop elements13. I have by oversight purchased Photoshop premier elements13 instead of Photoshop elements 13 due to confusion. Can any body help me in this ?

When you buy software it's your responsibility to keep the media against
future reinstallations, whether you purchase via download or on disc. If
you registered your software, for PSE 9 you may still find a download

Googled for an instruction sheet. Got the following.

In any case it doesn't matter. I returned it to the store where I bought it.
Rule #1; Don't use a product if the people who produce that product (software, hardware, etc.) don't properly support it.
User forums and\or chat lines, are useful and may help. But! They do not constitute proper support (not for installation purposes anyway).

Well, yes and no. You can use CS4 bridge, but you can't update the raw converter, so you won't be able to see thumbnails or do conversions for any raw files from cameras that aren't fairly old. But the bridge file type associations should automatically update to send pics to PSE 12 for editing.
However, although I'm not an organizer fan, either, there's one thing in your post that may be a misunderstanding:
all my photos are in double xith the organise
The organizer is just a database. It doesn't contain any photos at all, and the only time it ever copies a photo without specifically being told to do so is whent you import a whole photo library from iphoto, and then it does this to avoid writing into the iphoto library from outside iphoto, which is a Very Bad Thing to do. You shouldn't use bridge on your iphoto library, either.

I am trying to buy Photoshop Elements 13 from the Australian Adobe website. The first time I received an email from Adobe saying the order did not go through. I am trying to establish what the problem is. Sales said that there is an 'issue' with my account but only a customer service representative can tell me what it is. In the chat, customer service put me through to sales who put me through to customer service, who then do not answer my request. It is impossible to get through to customer service on the phone as well. It seems amazing that it should be this hard to purchase an Adobe product. Go to system prefs>displays and set your resolution way down. Let OS X open with the new resolution. Then set it back up to the highest available resolution and the window should position itself correctly.

The tutorial courses that got me going were on lynda.com. Both the PE and PrE courses are taught by instructors that know the software and how to teach on line.
The difference between random turtorials and a course is organization. A course has a beginning, or foundation and builds skills one at a time. Random tutorials like on Adobe TV or YouTube can be very good but they don't have the sequential skill building process.
Many of the Adobe TV tutorials are chapters provided by lynda.com as part of their marketing program. If you like them, you can pay the $25 a month for the full course work.

Sure. The download version is the same as the trial (not talking about the app store version, which is a completely different thing), so you can always download the trial and enter your serial number to convert it to a working version.
If you buy the app store version (which is usually more expensive and also has more restrictions on it), you can reinstall it at any time by going to the Purchased tab in the app store.
