How to change a file where large prints cannot be made?

Question

I want to send some images to a small local newspaper to be used for a story for free but do not want them to have access of full size image (some large prints were made in a past incident).
I have CS4. What is best way to do this? Images in the newspaper will not be that larger then 5x7. I keep trying to change image size, pixels etc and save new image, but when I pull new image up in photoshop and change to 10x6 the pixels increase and the printed image comes out fine. Will it be different for someone receiving my email/image or will they be able to print a quality image?

All boxes are checked in my image size box.
I reset pixels  to 1050x698. I also changed dpi to 150 and image size to 7x4.6, Quality 7 and then saved as another name. The image size is now only 280K.
I then emailed the image to myelf and pulled it up  in PS and changed the image from 7x4.6 to 10x6.6 to see what would happen if someone changed the image size and hoping it would print a poor quality at the larger size image. But when I changed the size to 10x6.6 the pixels revert to 1500x997 and the image was better quality then i was hoping for. I did not see much difference from a printed image with 300 dpi and higher pixels.
Will the print quality not be as good for whoever I email the image to? That is my objective of course. What am I doing wrong? It appears that the settings can be changed but I am hoping that is because it is on my Mac. I am missing a step somewhere. Even a 14x9 looks fine on my monitor, since the pixels change as I reset sizes.

christoph   As mentioned some of my images got printed in a previous incident (unrelated to this paper). It happens. I'm just trying to prevent it from happening again, especially since I took photos of this person (he passed away last week) for over 35 years. I am letting the local newspaper use them for free with the understanding that they will not get out into the public. The publisher never replied back regarding this but he did reply back to the e-mail where I told him that, so he is on record as receiving my request. People are contacting me wanting to use the image for t-shirts and other things. I have a web site for ordering prints or products and there could be a larger story later, so that is my concern. This was my first post on the Adobe forums. I appreciate you getting back to me. I tried another forum and got quite  a few replies. I got various answers about the DPI and pixels. Most of my work was from a D70 or D300 but also had some images scanned from negatives, so pixels varied. I tried to keep it near 1050 on long side and let CS4 determine the other size. Got a few folks that said to go with 150 dpi for newspaper so I ended up with that on most images. I saved most images at 7 but went to 9 on some. I worry because most images are only around 400k. That sounds very small, but I printed a couple with my AIO printer with regular copy paper and they looked too good. That is why I was worried that if someone got a hold of them they could change the pixels or dpi and make quality prints. I am a rookie at how this type of  image manipulation works.
The publisher does crop like a madman but my subject was known for wearing crazy outfits while riding his bike and rowing down the waterways in a red/white polka dot boat wearing a tiny thong, while entertaining fellow boaters etc.. so I don't think he will be cropping or he will lose the essence of my subject. I emailed him to call me first thing in the morning if there are problems since I will be working on other pix until 5am or so and him shooting me  an e-mail would not work. Thanks again for the suggestion. if he says it will not work I will get back on what i had to do.
