Changing App Store Location
NOTE: Your App Store account location, your iTunes account location, and your Apple account location are all the same thing. In other words, if you change the location of one of these accounts, the change will be applied to all accounts (actually it'll be applied to just ONE account, since they're the same and all, but you know what I mean).
STEP 1 - Open the App Store app.
STEP 2 - Select the "Featured" tab at the bottom.
STEP 3 - Scroll down to the bottom of the page and select "Apple ID: [email protected]".

STEP 5 - Insert your password and select "OK".
STEP 6 - Select "Country/Region".
STEP 7 - Select "Change Country or Region".
STEP 8 - Select your desired country from the list. NOTE: If your country is not listed alphabetically, scroll to the bottom of the list where you'll find it written in original form (for example, Japan is listed at the bottom as "日本"). Then click "Done" and "Next".
Finally, input your billing information. If you do not have a credit card connected to a bank account created in the country you selected, IT'S OK! Just select none in the credit card section. As long as you have a workable address, you're good to go.
*****As of this post, Apple has set no limit to the number of times you can switch your account back and forth between countries.*****

You can only purchase for the country in which you live and you must have a credit in that country that is registered to a valid address in the country.
Go the the App Store and tap on the Featured tab. Swipe to the bottom of the screen and tap on your Apple ID. Then tap View Apple ID. Enter your password. Go to Country/Region to change the store
