How to choose iMessage or text message with the iOS8.2

Why, now with iOS8.2, can't I choose whether to send a text message or an iMessage?
In older versions, simply turning off iMessage in Settings would allow me to send text messages without use of data/wifi.
Now, 1) I cannot control when I hit "send" whether it transmits as text or iMessage, 2) if I turn off iMessage, I cannot send a message at all to another iPhone user who has already received a previous iMessage.
Is there a control function I don't know about?

Do you have Settings > Message > Send as SMS = "On"?

No they didn't.
Tap and hold the message - hit More, then highlight the messages then hit the forward button.

I have Oracle 10g in my system. I know dba_users table has information of all the created users of the oracle, along with their encrypted passwords.If I want to make a login page based on this table ,how could I compare the password in that case?
In above situation, I am getting the username with the regular texted password for authentication check. How can we checked this texted password with the encrypted password of dba_users, for the respective username?

We are suffering very similar issues when communicating from my iphone to a friend who has both iphone and iPad enabled.
As long as I reply to an existing text chain, then it is visible on the target iphone. If I SMS the phone number, it gets routed to the IPAD!! And NO, I should not have to disable imessage when I want to send an SMS!!

I don't know if this will work, but I'd try logging in to an admin account, going to your main library (not user library), opening it, opening Application Support, selecting iPhoto, hold down the command key and press i, click on the lock in the lower left, entering the password and making sure you have Read & Write privileges for System and Admin.

Double click the home button and swipe up the messages app to stop it, then open the app again. This pretty much completely stops the process and freshly opens it again, resolving problems at times. I have had this happen before as well on my iPad, I get a banner, check messages, and nothing new is there.
If that doesn't work, close the app like suggested above, but then restart the phone by holding down the home and lock button for 10-15 seconds until the apple logo appears.

There's only one way to do it at this time.
When you get the audio file from your friend, in the text box at the bottom instert the following: "Thanks, can you email that to me instead" and hit send.
At this time I dont believe there's a way to save an audio file.

When viewing the SMS messages, hit edit. You then have the opportunity to select whatever messages are needed. Forward these to your email or wherever you wish. You then have a text transcript in the body of an email that you can cut/copy/paste into Pages/Word/etc. for printing.

Have the other iPhones with iMessage registered with your shared Apple ID register iMessage on their iPhone with their own Apple ID.
