How to convert an excel "If" formula into a PCR?

I need to create a rule so that an overpayment recovery is only taken if the net pay is above an agreed amount with the employee. I can write the rule in excel but i'm struggling to convert this into a PCR.
All help is welcome even if it's pointing me to documentation to read.
Example
Agreed net pay with employee is 2,000 (I've created WT 4010 for this)
If(net pay <= £2,000, overpayment not taken, If(net pay - overpayment > £2000, overpayment deduction taken, net pay - 2000 is the deduction

Hi Richard,
You may check the following syntax:
Say, overpaymentrecovery wage type is 4020.
Write the PCR for * 4010
D AMT?2000
>   ADDWT * ADDWT4020 --->>>net pay greater than 2000
=   ADDWT * -->do nothing to 4010
<   ADDWT * -->do nothing to 4010
Now you have the overpayment recovery wage type in your IT with the same amount as 4010.
You can revaluate it.
e.g. if the recovery amount shall be 10% of the net payment.
Write the PCR for * 4020
AMT%10 ADDWT *

I tried with previewer option File --> Generate to file --> Delimited file, but the report engine is crashing.Not generating .TXT file.
I observed that this option is not working for more than 400 pages.
I am using Oracle reports 6i version.
Plz suggest me to generate .TXT file from Report previewer.

You can specify a delimiter (a character or string of characters) to separate the data (boilerplate or field objects) in your report output in either of the following ways:
On the command line using the DELIMITER keyword.
In the Delimited Output dialog box or DelimitedData Output dialog box (displayed with File > Generate to File > Delimited or File > Generate to File > DelimitedData) in Reports Builder.

[Oracle 8i] How to convert a string (time stamp) into a date?

I'm having difficulty figuring out how to convert a time stamp string into a date (or possibly a number).
The time stamp is 20 positions, character (NOT NULL, CHAR(20))
in the format: YYYYMMDDHHMMSSUUUUUU
where Y = Year, M = Month, D = Day, M = Minutes, S = Seconds, and U = Microseconds
The reason I want to convert this is so that I can compare one time stamp to another (i.e. I want to be able to find the MIN(timestamp), MAX(timestamp), and do inequality comparisons).
Is this at all possible?

As Damorgan said, if all you want to do is find which is the earliest or latest, then you can just compare the strings: they happen to be in a format where that works.
If you need to do other things, such as compare them to today's date, or see the difference between two of your rows in days, then you have to convert them to DATEs. (There's no point in converting them to NUMBERs).
A new data type, TIMESTAMP, which handles fractions of a second, was introduced in Oracle 9.
Since you're using Oracle 8 (according to your subject line), you either have to
(1) ignore the microseconds, or
(2) use a separate NUMBER column for the microseconds.
Either way, use TO_DATE to convert the first 14 characters to a DATE:
TO_DATE ( SUBSTR (txt, 1, 14)
, 'YYYYMMDDHH24MISS'
)where txt is your CHAR column.
To convert the microseconds to a number (between 0 and 999999):
TO_NUMBER (SUBSTR (txt, 15))

The question is not easy to respond. The easy way is to use the excel program itself! You can read the contents of an excel file using jdbc. You can upgrade to Mavericks free, just run the App Store program and search for Mavericks. But before you do upgrade I recommend the following:
1) make sure you have a recent backup. TimeMachine is fine.
2) Mavericks is somewhat more memory hungry than 10.7 was. You will need 4 GB of RAM and I strongly recommend 8 GB.
Go back to the Apple menu and select About this Mac - look under the OS info you just looked at. You'll see how much RAM your computer has now. Then click on the More Info button. There you will see your computer info listed as in: iMac, 21.5" mid 2010, for example. Return back with that information and we can tell you how far the computer can be upgraded.
If you decide to procede and you have enough RAM upgrading to Mavericks is quite simple. Click on the download button and let it do its job.

I have created an excel file with columns that calculates price and quantity. I need to know how my customers can access the file without seeing all my calculations, etc. and just select the number of items. I need to keep my excel formula info confidential and at the same time having the customers the ability to select the items.
This excel file will be placed on my web site and linked where customers have access to it. They make their selections and emailed back for processing.with their selected items. If the excel file is converted into a pdf file, Then placed and linked for customer access how can customers have partial access and select in certain columns and have excel fuction for calculations?
