How do I get Elements 11 to download part 2 from the Adobe web site?

I purchased an upgrade from the Adobe web site to take my Photoshop Elements form 9 to 11. I could not find any instructions, so I decided to download the alternate method consisting of two parts. I got part one downloaded. Then I tried to download part two. The download no longer did anything. I noticed on the bottom of the screen where the part one progress bar had been, there was now a note that said there were local updates to be done. I said OK and the updates ran as four parts. When they were done, I again tried to download part two. Nothing. I then decided to try the Akamai (sp?) Download manager program. It would not download either. Should I wipe out part one and start over? Or, is there another solution? I am using Windows 7. Thank you.

Adobe is not going to swap 13 for 12. It is selling only 13 download as you found out. So, you are going to have to purchase 12 if you want to use that program. It may still be available at some retail locations, such as Amazon.

Can I update my Lightroom 4.4 installation to Lightroom 5? If so, how. I don't see an update option on the Adobe web site.

I have Lightroom 4.4 installed on my iMac 27. I've looked on the Adobe web site to see if I can just upgrade my installation, but don't see an option for this short of "buying" Lightroom 5.

Ned, I need to modify my reply to your answer. I do actually see an upgrade method on the web site, but it seems to require a monthly fee. My situation (cruising in my boat to Mexico and then to the South Pacific) does not lend itself to such an approach since it is unlikely that I'll have ready access to "The Cloud". I am getting messages that I can't download and read .pdf files since I have the wrong Adobe reader. I know about their security disasters of course, but I downloaded the latest version of Adobe Reader from the Adobe web site and I have other ,pdf file readers as well, and for some reason they won't work either. I have 5 computers running top end processors and RAM. By this I mean I have one, this one which I am using that has an AMD Phenom Black 3.2 Quad-core with 8 GBs of Corsair top DDR2 RAM, my other two AMD have either an Athlon II triple core with 4 GBs of DDR2 Corsair RAM, one with the Phenom X4 965 3.4 GHz Quad-core with 8 GBs of their best DDR2 RAM, and two Intels with the i7 920 Processors using the triple channel 1366 socket processors and one with 8 GBs of low latency DDR3 RAM and the other with 4 GBs of the same RAM. I am getting the message on this one, which has a fresh install of XP Pro X64 operating system, as do the other 4 as well. I have run Avast Business Pro Anti-virus on this one, which I am getting the message on with a single result which I deleted, and also both Spybot Search and Destroy, which came back clean as well as Malwarebytes Antimalware, which got a lot of tracing cookies now removed, and SuperAntiSpware which also found a few cookies also now deleted. Can you tell me what I need to do to get these files to show as .pdf files rather than as a clean blank page. One other issue is that I wish to know how to turn off my downloads so they are saved and Mozilla will give me the option of returning them instead of me losing them all together as it does now. Thanks for your assistance. If there is another Adobe reader I should download and install, could you provide me with the link to it? I appreciate your assistance here

Set a password for your user; create other user accounts for when other people want to use it. You can create a "guest" login which gets wiped after every logout, if that's more appropriate for them.

I have just downloaded that installer (on Windows 7, using Pale Moon), and the download completed within less than 10 seconds. And I am some 10,000km away from the Adobe download servers.
Can you try a different browser?

Need Camera Raw 7.3, where might it be found? The Adobe web site is as obscure as mud.

I have Photoshop Elements 11 and would like it to read my Nikon D600 raw files directly, not through the DNG converter thing. Adobe web site says I need the Camera Raw 7.3 plug-in and it even provides links on different pages indicating where to find this plug-in download; but, it is NOT there. Adobe has made things clear as mud. Statements on the Adobe web site indicate the Camera Raw 7.2 plug-in may also work to read my D600 raw files. And NO I don't want to spend even more money on an "upgrade" to the latest version (Elements 13 perhaps) when the software I have now should do the job.
Any help on this would be appreciated.

Ok, I just did the down load for the Camera Raw 8.3 version as you suggested. The files were unzipped and I ran the installer and got and error:

This same error has occurred a few times in all my frustration the last few days. I don't see a need for continuing to try things because the program is now working due the the update function working. However, this entire debacle leaves me with a sour feeling for Adobe, why all the hassle? The Adobe "help" system and web site really leaves much to be desired and I now worry that if Elements 11 needs to be re-installed again some day will Adobe be there to support it? It takes more than what is on the disk I have to make it work; and, there does not appear to be a simple down-load file I can save with my disk to make it work either.

Pages on Adobe Web Site Do Not Load

This might be more properly an OS X issue, since Firefox behavior is the similar.
Certain pages at the Adobe web site simply don't load on my browser. Plug-ins are enabled in preferences, and I turned off pop-up blocker just to see if that made a difference, it didn't work.
There are some pages that never load - the Creative Suite and InDesign product pages

From your Safari menu bar click Safari / Preferences then select the Security tab. Click: Show Cookies.
Delete all Adobe related cookies.
Restart Safari and try the Adobe site.
If you still have problems, from the menu bar again click Safari / Reset Safari. Select the top 7 buttons, click Reset.

One of biggest learing company in my country is giving "Adobe Certificate of Achievement: Adobe Web Site Designer" for one of their programs in learning.
I never heard for this before and cant find on Adobe site.
And also on web I can find enything about "Adobe Certificate of Achievement".
