How to declare/recover stolen Mac

my Mac Book Pro was stolen. I have declared the theft to the police station. I am currently traveling in the North of Lebanon and frankly, I think the police has
other things to do than look for my laptop
1. where else can I declare this so I have a chance to locate it?
I didn't find an authorised Apple retailer in this country. I also failed to understand how to use online support to that effect
2. I had no cloud back u and have lost all my private and professional data, is there a chance I can recover it?

If you didn't have Find My Mac enabled under iCloud, and didn't register your machine with something like Prey, you're just out of luck.
You've already done what you can - it's in law enforcements hands at this point.
Did you have the machine insured for theft, at least?

    Press the command and r keys when turning on your Macbook.  Do not release those keys until you see the apple logo...
    Disk Utility will pop up.....Your choices are to reinstall, you will not lose anything....
    if however, you decide to format/erase your drive, then reinstall, you will lose everything...
    suggestion - back everything up and do a clean install.

    Just about all of the easy methods of tracking a stolen Mac depend on you setting them up before it gets stolen. After it gets stolen, it is still possible, but for you to have any chance you would have to be a rather advanced network engineer who remembers a few key network attributes about your laptop and left some back doors open before the theft. And even then, it's a lot harder than if you had turned on anti-theft features before, not after, the theft.

    You can track and lock it using the Find My iPhone/Mac feature which hopefully you activated when you set up iCloud. Log into iCloud using your AppleID:

    If you activated Find My Mac before it was lost or stolen, you can track it only if it is connected to the Internet by Wi-Fi. What you cannot do is track your computer using a serial number or other identifying number. You cannot expect Apple or anyone else to find your computer for you. You cannot recover your loss unless you insure your device for such loss. It is not covered by your warranty. Be sure to report the loss or theft to the local police. Have the serial number handy. If your Mac is found it cannot be returned to you if you don’t have the serial number and proof of purchase.

Then on a Mac I tried to dowñoad the file to see if there I could open it or at least change the file code from .pages to .zip and then unzip it but I can't even dowload it form iCloud so you see, I'm desperate. I need help, please! The document is very very important so could you tell me how can I recover it?

    Before you have another accident:
    Buy a UPS of good quality and sufficient to your needs.
    I would have to assume that the drives were connected to a PCI PATA card, hopefully. Otherwise, well RAID and having drives on the same bus (master and slave).
    And no backup, none at all...
    Get your hands on a G4.
    Data Rescue 3 from Prosoft maybe.
    If they were SATA and running on PCI SATA controller, very popular and common really in G4s, more options would be open.

    The password used to log in to a user account remotely is the same as you would use to log into it locally. You can also use your Apple ID, so try that.

    Change your iTunes (Apple ID) password along with any other password that was stored in the iPod.  If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number).  If any passwords are associated with a bank or any other savings institution, contact them also and discuss approprate action with them.
    The "Find my..." function is pretty much useless if the device is in the hands of a thief.  All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
    The only real protection you have is with the personal information on the device rather than the physical device itself.  This requires action before the device is lost/stolen.  If the device has significant personal information, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.
