It sounds like you want to store or back up the pictures on your iPhone using iCloud. There are a few different options that are available when using iCloud services.
You can use iCloud to back up your iPhone data, including pictures, as explained in this article:
iCloud: iCloud storage and backup overview
Note that your photos wont be backed up if iCloud Photo Library beta is turned on:
If you turn on iCloud Photo Library beta, your photos and videos are already stored in iCloud, so they aren’t included in your iCloud Backup.
If you are using iCloud Photo Library beta, your pictures will be synced between your iPhone and the cloud. Removing them from your iPhone will also remove them from the cloud, as mentioned here:

Deleting a photo or video from your Photos app will also remove the item from iCloud Photo Library and from your iCloud storage allocation. Photos and videos you remove can be recovered from the Recently Deleted album for 30 days. After 30 days, your content will be removed from the Recently Deleted album. Photos are backed up on our servers for up to 30 days after they're deleted from the Photos app. If you need to recover these photos during that time, contact Apple Support.

    If I subscribe to iCloud storage but my iPhone can just hold up to 16 gb.

    As I know, it won't delete the photos in iPhoto, but you can backup these photos on Mac to avoid any accident.
    you can transfer Photos from iPhone to Mac with Image Capture
    Connect your iPhone to Mac with USB cable > Run Image Capture on your Mac > Select your iPhone from the device list if it is not selected > Set the output folder for your iPhone photos > Click Import or Import all to transfer photos from iPhone to Mac.
    BTW, you can also try to delete only one photos on iPhone first and see if it will  disappeare on iPhoto to know what to to next.

    Drag them to your "on my mac' group in address book, contacts in this group won't sync with iCloud.

    Indeed.
    If you switch you picture sync back on and connect to a wifi it will sync your photos back.
    What i would recommend is to do a weekly backup on the pc and delete photos off the phone that is not needed. Just make sure you leave the sync off on the phone.
    Just do a manual sync from phone to pc. If you plug it in, on the left side you will get all your options for pictures, videos, pictures and more.

    I have 1T iCloud storage so I can keep my 500G photos library on the cloud. But how am I supposed to keep all those photos accessible to my devices if my iPad or iPhone only go up to 128G? If I delete a photo on these devices, it gets deleted on the cloud. So what's the point of having big storage access to all your photos? I'm limited by my devices storage! Am I getting something wrong?

    To set manual, plug in your iPod and right click on it. Select Ipod Options.
    Check - manually manage songs and playlists.
    Note you have to eject your ipod manually from iTunes before unplugging it.

    I use iTunes Match so I can't confirm this on my computer (my Music tab looks different), but as I recall, on the Music tab you have the option to check to sync selected playlists, artists and genres, and then check which playlists you want to sync below that.  Then, like songs, you would uncheck the playlists you don't want on your phone and sync to remove them.

    Yes but if you have not done so, backup your iPhoto library. That way if there's a problem, you can restore from a backup.

    After I do a backup it rebuilds the iPhoto.
    How do you back up and what is the "it" that rebuilds iphoto? Do you mean this process of arching/deleting? It may have damaged your Library.
    Option 1
    Back Up and try rebuild the library: hold down the command and option (or alt) keys while launching iPhoto. Use the resulting dialogue to rebuild. Choose to Repair Database. If that doesn't help, then try again, this time using Rebuild Database.
    If that fails:
    Option 2
    Download iPhoto Library Manager and use its rebuild function. (In early versions of Library Manager it's the File -> Rebuild command. In later versions it's under the Library menu.)
    This will create an entirely new library. It will then copy (or try to) your photos and all the associated metadata and versions to this new Library, and arrange it as close as it can to what you had in the damaged Library. It does this based on information it finds in the iPhoto sharing mechanism - but that means that things not shared won't be there, so no slideshows, books or calendars, for instance - but it should get all your events, albums and keywords, faces and places back.
    Because this process creates an entirely new library and leaves your old one untouched, it is non-destructive, and if you're not happy with the results you can simply return to your old one.

    Going forward: another way of archiving:
    Make sure the drive is formatted Mac OS Extended (Journaled)
    1. Quit iPhoto
    2. Copy the iPhoto Library from your Pictures Folder to the External Disk.
    Now you have two full versions of the Library.
    3. On the Internal library, trash the Events you don't want there
    Now you have a full copy of the Library on the External and a smaller subset on the Internal
    Some Notes:
    As a general rule: when deleting photos do them in batches of about 100 at a time. iPhoto can baulk at trashing large numbers at one go.
    You can choose which Library to open: Hold down the option (or alt) key key and launch iPhoto. From the resulting menu select 'Choose Library'
    You can keep the Library on the external updated with new imports using iPhoto Library Manager

    Before setting up iCloud, my girlfriend downloaded photos from her camera to her iPad.  We now have iCloud set up, but the photos on her iPad remain in the "Photos" album instead of Photo Stream.  I would like to delete the photos from the iPad to free up storage space, and move them to the Macbook.  I'm guessing that I would need to somehow move them to Photo Stream then delete the old album where they were stored on the iPad...  Any ideas?

    If the album was synced to your phone from your computer, it can only be removed by sycing it off.  To do this, deselect the folder on the Photos tab of your iTunes sync settings and sync.

    Well, if they were synced fomr a computer then the iPhone says the computer "owns" them for instructional purposes.  You have two options.
    1) Plug your iPhone up to any computer with iTunes.  You can get itunes at www.itunes.com  Then tell it to sync photos, but then select no photos or an empty folder.  This will override what the previous computer put on your iPhone.
    2) Go to Settings > General > Reset > Erase All Content & Settings and say goodbye to everything including those synced photos.  If you make a quick backup first in iCloud (be sure it finishes) then you can restore form your iCloud backup via Wifi and those synced photos wont be there.  How to backup: http://support.apple.com/kb/ht1766
