Same way they got there, through the iTunes sync process. Your phone connected, iTunes running, under the Photos tab, remove the check marks next to the folders/albums you don't want on your phone, hit the apply/sync button.

    No you can not access yoru photos on iCloud
    PhotoStream is a way to share photos between devices - it is not a way to backup photos or to view photos

    Resync the iPad with the computer, but before doing so, click on the device once it is hooked up to iTunes. You will see the Device Profile to the right with several tabs - Photos being one of them. Select the Photos tab, and either uncheck the Sync Photos box at the top (if you don't want any of the photos to be on your device), or uncheck the selected photos you no longer want to sync.

    These are photos that were transferred from your computer via the iTunes sync process - selected under the Photos tab for your iPhone sync preferences with iTunes.
    All photos transferred from your computer via the Tunes sync process are stored in the iPhone's Photo Library. If you transfer one or several photo albums or folders of photos to your iPhone, all photos in the albums or folders of photos are stored in the iPhone's Photo Library. The photos in the albums or folders below Photo Library are not duplicated as in taking double the storage space. The photos in the albums or folders of photos below Photo Library include a pointer only to the original photos stored in the Photo Library. This way you can view the photos in a an album or folder of photos only by selecting the album or folder of photos, or you can view all photos transferred from your computer in all albums or folders of photos by selecting Photo Library.

    Camera roll says 773 photos, 9 vids
    iTunes says 1719 pix, along with 12 GB used
    I have individually deleted massive numbers of pix.  Not a problem; just can't get rid of the "remnants."
    For iTunes:  I set up an empty folder under My Pictures, sync/selected and applied, then unchecked sync and applied - nothing.
    I also set up a new folder with just the pix that I want on the phone, synced (selected that folder only), hoping to replace all content with those photos.  Nope.
    Most of my photos happen to be from emails or pictures that I have taken.
    Any suggestions will be gratefully considered.  Thanks in advance!!!  Going berserk here.

    Welcome to the Apple Support Communities!
    I understand that you have a lot of saved photos on your iPhone and would like to delete or remove them. Deleting them manually from your device is one way to accomplish this, but a more efficient way to remove them all would be to erase them after importing. The attached article explains how to import your photos to a Windows computer. After the import, you will be given a choice to keep or delete the photos on your iPhone that you have just imported to the computer. Please reference the attached article for further information.

    I have divided my photos into separate libraries for each year (i.e. 2008, 2007, etc.). When I show the contents of any given library in the finder there are photos from outside of the desired time frame. Their thumbnails do not show up in any event. How do I get rid of these "hidden" photos?

    That library was damaged when the power was lost and is corrupted - hence the issue.
    Try these in order - from best option on down...
    1. Do you have an up-to-date back up? If so, try copy the library6.iphoto file from the back up to the iPhoto Library (Right Click -> Show Package Contents) allowing it to overwrite the damaged file.
    2. Download iPhoto Library Manager and use its rebuild function. This will create a new library based on data in the albumdata.xml file. Not everything will be brought over - no slideshows, books or calendars, for instance - but it should get all your albums back.
    3. If neither of these work then you'll need to create and populate a new library.
    To create and populate a new library:
    Note this will give you a working library with the same Events and pictures as before, however, you will lose your albums, keywords, modified versions, books, calendars etc.
    In the iPhoto Preferences -> Events Uncheck the box at 'Imported Items from the Finder'
    Move the iPhoto Library to the desktop
    Launch iPhoto. It will ask if you wish to create a new Library. Say Yes.
    Go into the iPhoto Library (Right Click -> Show Package Contents) on your desktop and find the Originals folder. From the Originals folder drag the individual Event Folders to the iPhoto Window and it will recreate them in the new library.
    When you're sure all is well you can delete the iPhoto Library on your desktop.
    In the future, in addition to your usual back up routine, you might like to make a copy of the library6.iPhoto file whenever you have made changes to the library as protection against database corruption.

    You cannot edit or view the contents of a backup.  If your device has things on it that you don't want backed up to iCloud, delete the items from your device and the next iCloud backup won't contain them.  Or change your backup routine to back up to your computer instead of iCloud.

    I don't think recovery software will help since the file isn't just deleted, it's overwritten.  If you want to try, the backups are located at one of these locations:
    Mac OS: ~/Library/Application Support/MobileSync/Backup
    Windows XP: %AppData%\Apple Computer\MobileSync\Backup
    Windows Vista: %AppData%\Roaming\Apple Computer\MobileSync\Backup
    Windows 7: %AppData%\Roaming\Apple Computer\MobileSync\Backup

    Log into the iCloud on your MacBook Pro and enable Photo Stream:
    Then launch iPhoto and set iPhoto's Photo Stream preferences to the following:
    Then check the Photo Stream section of iPhoto:
    This is to confirm that the photos are still in Photo Stream. If they are they will be imported into the library. 
    NOTE: not all photos in an iPhone will be in the Photo Stream. PS only keeps photos in it for 30 days.
    If you have the missing photos in your library put them in an album.  Connect your iPhone to the Mac and open iTunes.  In iTunes you can select that album in the library and sync the photos to your iPhone to get them back on the iPhone.

    No way to recover it unless the other person didn't delete it on their end but the Perfect time to activate iCloud Drive and you won't ever need to worry. If you set it up correctly.

    You cannot drag pics from computer to iphone.  This has never been a feature of iphone.
    You sync them as you would anything esle.
    You select photos from the photos tab.  Whatever is selected will be on your iphone.  Anything not selected will not be. Make sure that everything you want on your iphone is selected, then sync.
