How to download App "Quip" or "Evernote"in a iPad 3, knowing that I have already installed the version iOs 7.1.2?

I'm trying to download the Apps Quip or Evernote in my iPad 3, but the following message appears when I try it: "This App Requires iOS 7.0 or Later".
The first time that I tried to do it, I had an older version of iOs (older than iOs 7.0). Then, I had installed the last version of iOs (7.1.2), and I tried to download the App again. The same error message is appearing when I'm trying it. I have already turned my iPad off to verify if it could solve the problem, but I had not success.
What should I do to be able to download these Apps?

Sign out of your ID, reset the iPad, sign in again and try again.
Settings>iTunes & App Store>Apple ID>Tap your ID>Sign out.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
Go back to Settings>iTunes & App Store>Apple ID>Sign In.
