How to download from iTunes???

Bought apps from App Store for iPad 2.  I don't use iTunes.  App was interrupted and said go to Downloads.  Terms come up, no way to accept.  So I paid for this app 3 times (it keeps sending me to the app Store to redownload).  It goes to Terms, can't accept, go back to Downloads, repeat.  Purchased shows nothing; I've bought 12 or more apps from App Store.
How do I get the app I've now paid for 3 times if I can't accept terms???

Ok, I do go to iTunes.  I tap Purchased and it is blank.  Downloads brings up the Terms.  I tap out but the buttons below don't refer to apps.
This is a brand new iPad, bought from Apple in June.  Not stolen, not outdated, with a receipt as proof (to the online police!)
I've paid for it each time when i download again from the Store. 
I am a Windows user for 18+ years so this is unfamiliar to me.  I appreciate all those who have taken the time to help.  The extra $6 I have paid won't break me; it's the principle along the learning curve.  I realize I sound dumb, don't like that, but I need to learn so swallow some pride to learn.

    It has always been very basic to always maintain a backup copy of your computer for this very occasion.  Use your backup copy to put everything back.
    If for some reason you have failed to maintain a backup copy, not good, then you can redownload some itunes purchases in some countries:

    You don't, as ringtones are a one time purchase and as such can't be redownloaded.
    If you still have them on your iTunes library, you may sinc them from there.
    If you have a backup that contains them, you may restore your phone from that backup.
    Or you can go to expresslane.apple.com and try for a re-issue. Which they do only occasionally and depending on the circumstances.

    Actually, I suspect the download itself is too low and fuzzy.  How do I reload?

    If you are having a problem with a song you downloaded from iTunes, you can report it to an iTunes worker and they will redownload the song for you for free.  Go to the song you bought and find where it says "report a problem".  Click on that, and you can explain your problem to an iTunes worker.

    If an iPod is set to update automatically it will be associated with a particular library. If you connect that iPod to a different computer or a different library on the same computer you get the the message you are referring to. "The iPod "iPod Name"is linked to another another iTunes music library. Do you want to change the link to this iTunes music library and replace all existing songs and playlists on this iPod with those from this library". To use an iPod on multiple computers you change the update method to "manually manage songs and playlists". You can also use multiple iPods on a single computer so you will be able to connect both of your iPods to your existing iTunes. Connect the new iPod and follow the on screen instructions, iTunes will open and update your iPod.
    For info:
    The iPod offers three ways to transfer music from your computer. You can select one of the following update modes from the iPod Preferences menu in iTunes (Edit=>Preferences=>'iPod' tab):
    1) Automatically update all songs and playlists. This is the default mode, in which your entire music library, including playlists, is automatically synced to your iPod. If the music library on your computer exceeds the iPod storage capacity, you are prompted to select a different update method.
    2) Automatically update selected playlists only. With this option, iTunes automatically copies the playlists you have selected to the iPod when you connect it to the computer.
    3) Manually manage songs and playlists. You can also choose to transfer music to the iPod manually. This allows you to drag and drop individual songs and playlists from iTunes to the iPod.

    Okay i looked them up and YES they are compatible with macs. if it's formatted for windows then no it will not show up on the mac, you need to repartition it on windows or try and see if you can pick it up in Disk Utility on osX.     Apparently cookies was turned off in Safari. I rarely use it so I have no idea how that happened. Anyway, turning them on seems to have cured the problem.
