How to download to my iPad from dropbox or icloud so I can work of line?

I want to be able to work when there is not hot spot for wifi iPad to connect to.How can you pull a document of of iCloud or dropbox and store it on my iPad. that way when i want to use it  Example I have small green house business and i have a pages document and pdf of all the plant that I have. It would be nice when I am out in a field to just show some one what I have. But the are stored on dropbox and the iCloud  and i only have Wi Fi on my iPad.
can any one help meI would be happy to just get the pdf files saved to my ipad so I could open them up.

    Bey you have have an MS Exchange account on the iPad (through your work) and they are limiting the options you have (disabling 1, 3, 4 & Never).
    Try this...
    Settings > Mail, Contacts, Calendars.
    Select the Exchange account then set it Off.
    Go to Settings > General > Auto-Lock and you should see all options.
    Set it to what you want.
    Then turn on the Exchange account.
    The Auto-Lock settings should stay.
    However, if you go back and view the Auto-Lock settings, it will change back toonly  2 and 5.

    Do you have restrictions set on the iPad? Settings>General>Restrictions>Installing apps>Off or Settings>General>Restrictions>Allowed Content?
    Are you sure that the Apps are selected to sync from the Mac to the iPad?
    Connect the iPad to the Mac and launch iTunes.
    Click on the iPad name on the left side under devices.
    Click on the Apps Tab on the right.
    Click on Install next to the apps that you want to sync.
    Click on the Sync Apps Heading to select it
    Click on Apply in the lower right corner of iTunes
    If you do not see the sidebar in iTunes 11 - go to View>Show Sidebar from the iTunes menu.

    I just posted this same thing in another thread. Try the first tip and then try the reset. If that doesn't work, then close all apps - the last tip. If none of these work for you, a restore of your device may be in order. Hopefully one of these will work.
    Try downloading another app - any free app will do. That seems to reset something and it may work for you. If not, try all of the steps below.
    Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
    Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
    Close all apps. Go to the home screen first by tapping the home button. Quit/close open apps by double tapping the home button and the task bar will appear with all of you recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner to close the apps. Restart the iPad. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
