No. If you don't have a backup, then whatever data on the iPad you don't have backed up is gone. That's what a passcode is for...
You can re-download music and apps using the same Apple ID you purchased them with without paying for them a second time.
You might want to consider using iCloud to back up in the future...

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    If you are still on iOS 4, then the update to iOS 5 should automatically backup your content, wipe the device and install iOS 5.1, and then restore your content from that backup.
    To try and limit any potential issues with the update, first copy any purchases off the iPad to your computer's iTunes via File > Transfer Purchases. You should also backup the device (right-click the iPad 'device' and select 'back up'), and copy off any important documents, files, notes etc (e.g. by email, the file sharing section at the bottom of the Apps tab in iTunes, wifi, whatever the apps that you use support) - the update process should backup and restore the content but it's best to be safe.

    I had the same problem today and was able to resolve it without having to do a restore or reset. The problem had something to do with my mail accounts. The upgrade reset my mail settings, switching both my gmail and my .mac mail to "archive all mail". I went into the General Settings, disabled that setting, and resynced the phone. The "other" storage allottment dropped back down to less than a gig.
    Before you restore or reset, I would try that first.

    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    If you have any photo stream photos on your old phone that you want to keep you might want to save them to the camera roll, then import them to your computer (http://support.apple.com/kb/HT4083) before deleting the account.  The reason for this is that photo stream photos are only kept in iCloud for 30 days.  When you enable photo stream on your new phone you will only receive photo stream photos from the last 30 days as older photos are no longer in iCloud.

    You are talking about the menu bar of Itunes, right?
    Yes. With iTunes open the menu bar is at the top of your screen.

    After you authorize the computer connect your iPhone then follow the instructions here > iOS: How to transfer or sync content to your computer
    When you are done transferring the data to the desktop, right or control click the iPhone under Devices left side of the iTunes window then click Back Up.
    That way you will have a backup just in case you need to restore your iPhone.

    My own opinion is that you should install the later appropriate version of Silverkeeper. That said, I would in fact recommend if you can wait a few days for an answer, that you email the La Cie Silverkeeper backup team via the email link on the site at http://www.lacie.com/silverkeeper/
    They are careful to say they are not officially providing a backup service, but when I emailed them with a query regarding usage about a year ago after downloading Silverkeeper for myself, I got a reply within a couple of days that cleared up my question.

    You cannot use someone else's apps without violating the license agreement. The apps are tied to the owner (via Apple ID). The right thing to do would be to update and start fresh.

    Do you have any backups?  I'm guessing not, from what you've said, in which case you may be about to learn the hard way why backups are important.
    First, when your computer boots into recovery mode, try using Disk Utility to repair the hard drive.  If there are no problems to repair, the cause is elsewhere.  If the problems are fixed, try rebooting and see if the system is working again.  If the problems cannot be fixed, you could try a program like DiskWarrior, which can fix things Disk Utility cannot.
    If repairs work, or were not necessary, but the system still won't start up, try reinstalling the system.  It will just install over your existing system files, leaving everything else intact.  (In theory, anyway...  if there's something badly wrong, you can never count on that, but without backups you have few choices.)
    If the disk absolutely cannot be repaired by anything, you can try recovering important files to another hard drive using something like Data Rescue, File Salvage or Stellar Phoenix.
    Regardless of what happens, you need to start backing up ASAP.  See my Mac Backup Guide for more information.
