The off card part is driven by your off card application logic.
The on card part is driven by your on card application logic.
Transactions are system features which provide the possibility
to execute a set certain set of instructions completely or not
at all.
On card transactions can be used after receiving a command and before sending a response. On card there are no transactions over several
commands. The card application itself can contain state information
but this has nothing to do with transactions (directly).
So after the card has processed a single command, it simply waits
for the next command and is in a well defined state. When you pull
out the card during the processing, esp. during a part which is
secured by the on card transaction mechanism, and later re-insert
the card. The card is still in a well defined state and cleans up
the interrupted transaction.
Off card transactions are normally used in the context of database
management systems. You do not use a transaction mechanism for
your card terminal application software.
Your off card application most propably has a reason why it has sent
commands to the card and should have a logic workflow what to do after the card has delivered a response whether it was an OK or an error
or even when the card service fails.
All applications which use some service know what to do with the
result of a service operation.
