my daughter's ipod touch fell out of her pocket at the school bus stop we think someone in our mobile home park has it. i don't think she set up an icloud account, it does have a passcode i have registered the serial number

Unfortunatley, with location turned off it is impossible to locate it. Also if your IPod is dead or is not connected to wifi it will not give its location.

Wi-fi ius the ONLY way the ipod touch has to locate it.
