How to find out what text encoding has been used in mp3 tag

I have some foreign songs that I am importing into itunes. When a song called "04.公路 塵埃 北合起." gets imported, it comes up in itunes as "04.§Ω∏Ù π–ÆJ •¶X∞"
Now I don't know a lot about different text encodings, but from what I've read on the forums is that the problem is that the tags that are encoded on the srcfiles are not unicode. I have tried the java application "UnicodeRewriter" recommended elsewhere in the forums, but both the commone Chinese ecodings, viz Big5 GBK etc.
Is there a way to cut a world from (eg a chinese glyph) and somehow find out what text encouding has been used?

Is there a way I could take the original glyph in the file name (which shows up correctly on my desktop) and paste it into some sort of table. That table will then show me how that glyph will look in all different encodings without the correct conversion. So if I can match my "公" to my "§" I'll be able to see what the src encoding is.
I know this is a longshot, but any help appreciated.

    In an application I want to open up a file (while letting another process write to it). As stuff is getting written to the file I want to be able to process that data (getting close to real-time as possible). How would one go about finding out when new data has been written to the file ? Does Java provide some alerting mechanism for file changes ? Thanks in advance...

    Maybe you could keep tabs of the file size. If the file size grows (which it will do each time the writing process flushes that files output buffer), then the file was written to.
    What I'd like to know is if there is some way to monitor the entire drive for changes and respond to stuff like that. I know that the Win32 API provides services that monitor the file system for changes, but I don't know if other OS's do... or if Java provides an interface to those features.

    Is there a way in CUP to find out if the initial config files have been uploaded or not the AE_init_append_data.xml. There are 2 files which need to be uploaded initially. However the other one uses a clean and insert option. So I think if I do that again, I would be allright. But the init_append.xml uses the append option. So is there a way I can find out if this is already uploaded. A table name which would contain the data from these files perhaps?

    I think you can upload the 'AE_init_append.xml' file. Anyways, you will select the append option, so it will just append(if it was uploaded earlier). There will be no problem if you upload the file.

    i am using hundreds of clips and i don't want to use one twice - or leave one out. years ago in premiere they let you see USED CLIPS and it showed you how many times it was used and where it was within a timeline. does that feature - or something like it exist in FC?

    Yep, that'll show dupe clip usage in the timeline, but to see used clips in the browser you have to specifically search for them. With the browser window active, press Cmd-F to bring up the Find window, and change the For: popup to Used Media (or Unused Media) as desired; you can limit the search to specific sequences and/or filter the search by adding multiple specific search criteria ... finally just press the Find All button.

    If you don't know the sender, then it is most likely a scam or spam email. I get them every day - I just delete them. I also get daily notices from Facebook or someone called Adriana at Facebook even though i do not have an account there. Can't do anything about it - just delete it.

    If you forgot or lost the password, all you can practically do is reset it.
    The manner in which you do so depends on what version of OS X you are running. The older versions utilize the reset password utility on your recovery/re-installation disk/drive.
