How to fix a iphone 4 that wont turn on?

my iphone4 will not turn on. It's been of since March 15th, 2013. I tried hooking it up to itunes and it the computer did not pick up that the phone was connected. Still off. I held the home and lock button down for about 30 seconds and its still off. I have checked my phone and i dont see any signs of water damages. Yes, it has been cracked and it is still cracked. What else should i do?

Connect to Wall Charger for 10 minutes, it may turn ON itself. If still nothing, keep on charger and Reset, hold both home and power buttons for about 20 seconds until iPhone turns ON. If still nothing, clean charging port with toothbrush and small amount of Isopropyl Alcohol.

    It sounds like the back lighting is either broke, or in some way turned off in the os.  If it is still ringing then I would think that it should connect to itunes and be backed up.
    If your not using itunes, download it and backup the phone.  Then search for instructions on how to do a factory reset.  Hopefully its some sort of software glitch and a reset will solve it, but you will loose anything that hasnt been backed up if you dont sync to itunes first.

    With the iPod turned off, press and hold the Home button. Connect it to your computer and open iTunes. Keep holding the Home button until iTunes sees it. You will have to do a full restore.

    my iphone4 was workiing fine till i tried to upgrade to os7. The upgrade stopped because i didnt have enough juice and i just had lost my charger.     We don't discuss jailbreaking in this Apple hosted forum, and in any case, it's never recommended. Have you tried this:
    Turn your phone off and connect your cable to the computer, but not the device just yet. Start up iTunes. Now, hold down the home button on your phone and plug it in to the cable - don't let go of the button until iTunes tells you it's detected a phone in recovery mode. Now you can restore to factory settings.

    The damage has probably already been done since you powered it on after getting wet but... turn it off and put it in a bag of rice for 5-7 days.  It might work after that.

    When I am using my iphone keyboard, the upper row Q thru P will not work. That is in verticle mode, when laid horizontally, the R will not work.
    On the number keys, the 4 will not work. The comma key also does not work. 
    I was told that a software restore could cure this.  Also, I tried to load the new version 7 software, hoping this might help.  But the Accept option would not work when accepting the TERMS from Apple.  It seems that only works in verticle so that whole row/area does not work.

    RESET DEVICE
    Hold down the Sleep/Wake button and the home button together until the apple logo appears (ignore the ON/OFF slider) then let both buttons go and wait for device to restart (no data will be lost).

    1) Make sure it's on and unlocked.
    2) Press the Home Key (the "real" button at the bottom of the display twice. That will cause a "ribbon" of application icons to appear at the bottom of your screen.

    5) Shutdown your phone. You do that by holding both the Home Button (see above) and the Sleep Button (the only other "real" button, located on the top edge of the case until the red arrow pops up. Slide that arrow to the right.
    6) Turn your phone back on by pressing the Sleep Button

    A clarification of your clarification: If you do what the OP suggested with both buttons the Off slider will appear first and you can let go and slide it over. But the hard reset will do more for the sluggishness.
    But the entire suggestion is unnecessary, unless one of the apps in the recently used tool bar happens to be one of the few that actually runs in the background, like Pandora, and you don't want to go to the app itself to stop it, all of this is pointless. The apps aren't running, they've just been recently used.

    If they are iTunes purchased music then go to Settings>iTunes and App Store and turn off Show All.
