How to fix an iPhone 4 that has gotten "sluggish"

1) Make sure it's on and unlocked.
2) Press the Home Key (the "real" button at the bottom of the display twice. That will cause a "ribbon" of application icons to appear at the bottom of your screen.
3) Press any of the icons at the bottom of the screen for a couple seconds until they start to shake and a little '-' shows up in the upper left corner
4) Start tapping the '-' marks. (It's real important that you make sure this is done to the icons that popped up in step 2.) Each time you do the icon will disappear. You are NOT deleting anything from you phone, just removing it from memory
5) Shutdown your phone. You do that by holding both the Home Button (see above) and the Sleep Button (the only other "real" button, located on the top edge of the case until the red arrow pops up. Slide that arrow to the right.
6) Turn your phone back on by pressing the Sleep Button

A clarification of your clarification: If you do what the OP suggested with both buttons the Off slider will appear first and you can let go and slide it over. But the hard reset will do more for the sluggishness.
But the entire suggestion is unnecessary, unless one of the apps in the recently used tool bar happens to be one of the few that actually runs in the background, like Pandora, and you don't want to go to the app itself to stop it, all of this is pointless. The apps aren't running, they've just been recently used.

    The damage has probably already been done since you powered it on after getting wet but... turn it off and put it in a bag of rice for 5-7 days.  It might work after that.

    RESET DEVICE
    Hold down the Sleep/Wake button and the home button together until the apple logo appears (ignore the ON/OFF slider) then let both buttons go and wait for device to restart (no data will be lost).

    If it's been immersed in water you're probably looking at writing it off, but if it's powering up when plugged in then it may just be salvageable with a new battery.  Take it into an Apple store and have them look at it, but don't get your hopes up!

    The condensation buildup has probably shorted the battery. You will need to do an out-of-warranty replacement.

    It would have saved to your camera roll.  Connect the phone to your Air via a USB cable and then run Image Capture which is located either in your Utilities folder or Other folder, depending on what version of Mac OS X your are running.  You will then see all the photos and videos stored on your iPhone and can then download them.

    If they are iTunes purchased music then go to Settings>iTunes and App Store and turn off Show All.

    Try this:
    Duplicate the background layer, and convert this layer to black/white (ALT+CTRL+B)
    Select the young lady's face, and place this on a separate layer (CTRL+J)
    Open a Brightness/contrast layer at the top and group the top 2 layers (CTRL+G). Work the brightness and contrast sliders so that the 2 gray scale layers match as much as possible
    Keep the face layer, but delete the duplicated grayscale layer below
    Change the blending mode of the face layer to luminosity
    With the eyedropper tool, sample color from the original skin
    Open a blank layer at the top, and change blending mode to color
    Paint over the face to match colors. Touch up additional spots as needed, e.g.hand
    Add a levels adjustment layer and work the sliders below the histogram to best advantage
    Sharpen slightly
